obviously by that time i had the dlc [mind you i could only see that dlc available before i restarted steam] i did read the dev diaries but i wasn't sure if my game patched up properly or something.
i can only appoint viceroyalties when i am an emperor correct? its weird though i was playing as karloman [so obviously i have the dlc] but i could not see what tech 4+8 give you. but then i became emperor and now tech 4+8 show me what they offer
EDIT: okay maybe it wasn't THAT obvious now that i read it again. but i was discussing the dlc's feature... so i kind of expected that to be obvious that i have it =X
