I don't know if I like the sound of that. Sure, using a communist minister in a fascist regime would probably lead to a lot of trouble (though this isn't possible in HoI 3 anyway, as you can only appoint ministers who are closer to the current regime), and simulating a bit of the infight that can go on in governments could be interesting, but it can't just be something that is based on your decisions. The player is not the head of state, neither is he the head of government. If you play the USA and Roosevelt loses an election, the game doesn't just end with that, it goes on just like it did before. That's because you are the country, not the person leading it. If you improve the infrastructure, build some new planes or raise a new division, that's not something that is decided by the head of state, it is decided by the people who are responsible for each area. Just like if you move a division over the map doesn't mean that is a direct order from the head of state. So having some things fall back on the head of state doesn't make a whole lot of sense when the head of state isn't really responsible for these decisions.
