So it's not clear yet how the hierarchy will work in hoi4 except less generals will be required perhaps. I assume there will be army's and army groups considering the importance of generals and their skills it would be a shame if they all had to sit in the dug out while only 1 or 2 get to command all your forces.
I guess the best land generals were German in this time period and they had at least half a dozen that immediately come to mind as being outstanding. For the other powers like the Soviet Union and the USA less names stand out. Only Konev and Zhukov for the USSR and for the US Eisenhower, Patten, Bradley and MacArthur were quite good. The British are pretty weak and only Montgomery to speak of and he was only an average general at best and the germans had 100 better than him.
So the skill rating maybe should be changed a bit and I guess the best general of the war was Erwin Rommel and maybe he can be a 6 star. 5 star generals would be Rundstedt Von Manstein, Model, Guderian, Patten, Bradley and Zhukov. Mongtomery I guess being generous will be the best British general with 3 star rating, maybe more realist would be 2 star.
