Is there something wrong with the Vienna Dictate Event?

Event 2505 (HUN) checks that provinces 428, 498, and 495 (Timisoara) are controlled by ROM.

Then event 2701 (ROM) concedes provinces 428 (Cluj-Napoc) and 498 (Satu Mare) to HUN.

HUN has existing core claims to three ROM provinces; 428, 496 and 498. Should the Vienna dictate (diktat) event cede the three core provinces to HUN
(ie is province 496 (Arad) missing from event 2701) ?
 
I think the event is fine it was like this in older hoi2 versions as well.
 
The event is historic as is.

No reason you can't change it though if you prefer Hungary get some extra real estate.
