"Greetings, I am Officer Reylin of Compact Intelligence. After a week of exhaustive research and examination we have determined that the Compact Of Hu is under attack from xenosophont forces.

From the logs of the Long Haul it has been determined that the Tlaloc class ships must be some sort of scouting vessel that ran into the freighter while traveling through Wan Yun. There is came into contact with three Tlaloc class ships which proceeded to assault and board the ship. We do not know why or how its crew was made to make the jump to Far Link and launch its surprise attack on Tula Command.

This hostile and belligerent enemy force comes and assaults us in a time when we hope for peace. This alien nation has decided to commence hostiles with us for no other reason then that they can. I will not stand for this, I will not let this hostile alien nation proceed to assault our sovereignty, our country and our homes with no other reason or intent then to harm us. They think that they are superior and that they will defeat us easily. I say nay to this, we men and women of Hukind will fight and die to defeat our land, our homes our way of life from this hostile and belligerent alien power and we will repulse their attacks against us. My name is Officer Reylin, after extensive planning talks between principal members of the government and the military the CIC has provided the current analysis of the strategic and tactical situation facing our Compact.
Let us begin with the feeds from our long range sensor drones operating near the subspace signal zone three that exist in between the Brunnhein, Sol, and Ganesha Star Systems.
As we all know there are various strong subspace signal pulses emitting far from our boundaries. This is typical of a subspace level civilization to radiate subspace pulses too subtle in wavelength to effect anything around it but its faint signal can be detected across vast distances.
What we haven't told the public and even many of you is that for a decade the Compact has been compiling top secret reports on the presence of xenosophont subspace civilizations that could possibly threaten human existence. These are our reports.
Subspace Civilization 1
Some 800 light years from Brunnhein, this civilization emmits a somewhat stronger signal that Subspace Civilization 3 which we have already spoken of. Our long range drones have detected several vessels operating in isolated star systems rich in conversion metals but little else. These ships seem to be operating far from home and possess limited weaponry. Little else is known of this group.
Subspace Civilization 2
Present only 300 light years from Sol our drones have been able to infiltrate the heart of this xenosophont civilization. Unfortunately our sesnory technology is unable to scan their biological composition or even the details of their technology. We do know that they exist in a cluster of star systems that we have designated Apollo, Jefferson, and Foucoult. Its capital is assumed to be Apollo which has seen extensive extraction of subspace resources almost to exhaustion. We have reason to believe this is the reason that they are now attacking us.
Preliminary scans of SC2 reveals extensive use of counterdetection technology such as cloaking and a strange capacity to send augmented subspace pulses that can shut down even th emost advanced Compact technology. Of course they possess stronger weaponry then our own although it seems that armor and shielding is sacrificed so that energy can be used toward stealth systems. CIC estimates that the average Compact ship has a 37.8% chance of victory against one of their ships of equal size and purpose. However this percentage is dramatically increased if we knock out their stealth systems to 68.2%.
Tactical Analysis
Currently the 1st Interstellar Fleet has arrived at Tula Command to prepare for war. Our planetary forces however have been ordered to remain in Sol to defend against a possible terrestial invasion. A change in the orders given three days ago.
Despite Sol's proximity to the enemy's territory it is relatively safe in comparison to Ganesha which possesses a subspace frequency in the same range as the system Foucoult.
*subspace jumps are facilitated via locking frequencies in subspace with the aid of jumpgates, more on this later
It is now known that the enemy is preparing a large fleet in Foucoult with the assumption that they will send it to Ganesha to cut the Compact in two. Unfortunately the Foucoult Star System possesses somesort of jump inhibitor system that scrambles incoming signals to the star. We will not be able to launch an offensive for now. However in defense we have the advantage. With Sol and Brunnhein safe for now we can concentrate solely on defending Ganesha and reinforcing Tula Command.
So it is now required that we mobilize our forces and place them in Ganesha in preparation for battle. Long range drone feeds indicate that the enemy's fleet is finalizing its own preparations and an invasion is iminent by the end of the week.
It is not yet known why the attack on Tula was made last week but it is assumed that it was a test of our first response capabilities. So we believe that the enemy is planning a blitzkrieg against our forces.

A second force is being mustered in Sol under Admiral Kestros commanding both defense battle groups in attached to Sol Command. Planetary forces have been deployed on Earth and Mars principally. The objective if Ganesha falls is to sabotage the jumpgates connecting the two systems together. If that fails then Sol will become the new frontline.
The 1st Planetary Defense Force is deploying on Earth and attaching with local sanctioned volunteer groups. 2nd Planetary Defense Force along with the Expeditionary Force shall defend Mars.

The Jovian Confederacy will do its part to fend off any xenosophont incursions in the Sol System. Our own planetary defense forces should be sufficient to hold the line on the moons proper, but as we are a major commercial center and producer of subspace materials, we request an official plan for the defense of Jove in any invasion of the Sol System from the Compact's naval forces. We wish the Admirals at the front lines luck in driving back this incursion and preserving the Compact.

Emergency War Measures of the Tula Colony:1)With The War coming soon to us, Emergency defenses and shelters will be quickly build in the Cities of the Colony in case our forces are defeated. 2)With No Troops coming for the defend of the Population the Tula Administration call for the Formation of an Emergency self defense force of the Tula Colony by its own, citizens. For this act all male AND female population between the ages of 18-35 are call to defend their home and show to goverment offices to receive weaponry for the defense of home and be assigned to squads and whatever training possible in the coming week. 3) As we are at War now the industry of the planet will start gearing up for the production of war material and supplies for the upcoming defence and survivival. 4) If the Enemy is repelled the Shipyards capabilities of the colony will be tripled to replenish the lost ships and the formation of a bigger defence force. 5) If enemy repeled the shipyards over the surface will inmediatly begin production of light and fast ships to aid the War effor with the Creation of the First Tula made fleet.6) We send an emergency request to the central command to send to Tula colony, ammunition, vehicles and weapons for the formation of a defence force and protection of the Colony against the Alien invasion. Anyway, the people who really want to see the plan of action is mostly Governor Riviera, although there are others who are certainly curious about my tactics. Before I sstart, some of the plan were originally suggestions and ideas from Admiral Kestros and I'd like to thank him for his input.
The plan is to listen in to figure out what type of communication the enemy is using and figuring out how to enter it. Then, I will set up an ambush, signal the enemy over, and strike them hard and fast.
The reasons why this will most likely work is that any kind of stealth system would most likely be individual and require some type of communication to coordinate battles, or else you have a big logistical mess. Our opponent is also most likely to be desperate, cocky, or a combination of both. This makes them prone to take more risks, which is exactly why the ambush was set up.

1) All able-bodied men and women between ages 18 and 35 shall be called up into the newly-created Jovian Civil Defense Force.
2) The JCDF shall be instructed in defensive combat techniques to protect the moons of Jove from terrestrial assault.
3) In the absence of a Compact fleet to protect the Confederacy, a series of surface-to-space ballistic missile launchers shall be constructed on the Moons for civil defense.
4) The Confederacy will begin the construction of three shipyards, in cooperation with Li Industries, to produce the ships required to defend the Confederacy.
5) Satellites rigged with explosives shall serve as mines in Jovian space to ensure that no ships are able to approach Jovian space without taking heavy casualties.

The First Expeditionary Force will be set to an immediate stand by, so that they are prepared to move and counter any hostile assault on the planets.
The First Expeditionary Force will be split into 4 sub battle groups following this order:
1st Battle Group

If enemy force are estimated to be above 100% of our own in a region we will call up all reservists attached to that battle group and forces will wait for the reserves to arrive constructing temporary defensive positions.
If there is only one attack, the 1st Battle Group will engage to pin the enemy while the 2nd and 3rd will flank the enemy force. The 4th Battle Group will deploy as need to reinforce the line or too spear head and assault.
