Iron Cross over AoD. A question about stacking penalty.

Hi, all. I like very much how stacking works in AoD, with the square-root rule, the focus on troops quality, long epic battles, etc. So I installed Iron Cross over AoD and started the Spanish Civil War scenario (the best spanish map yet in all the HoI family, imo).

After a few battles, I realized that the troops are not getting the same stacking penalty as in AoD. It looks more like vanilla or Armageddon penalties.

Why? I could not find any info on how ICross deals with stacking. Or maybe is that a scenario issue ?
