As it stands, this game shall start on January 10th, 1920. This is the date that the Treaty of Versailles officially took effect. While many other treaties happened at this time, it will be assumed that ONLY the Treaty of Saint-Germain-en-Laye is set into stone. The treaties regarding Hungary and Turkey, however, are not set, and can be changed, modified, and redone by the players.

Rules & Procedures

The rules for this game are fairly simple. You send your orders to me, Frymonmon, or to Mathrim. Orders will be explained below, as there are several different types for several levels. These orders will be written by myself, Frymonmon, and by Mathrim.

Each turn shall take the span of an entire year. We start off in January of 1920. These turns shall be the bulk of the game, but there will be other, smaller updated, called Mini-Updates. They may be simple, mundane things, or they may be about large, expansive battles. After every 10 Turns, which is 10 in-game years, I will write a single 5-Year update that helps to re-balance, re-freshen, and revitalise the game at that point. Players will be allowed to send a general plan for those five years, and after that, the game shall take a small week break to let people think those five years over.

Now, for this game, there are a few catches. I shall be rolling a dice on your Orders, (explained below) which will determine how well they turn out. Along with this, the country's population, as well as the various legislatures and other politicians in your country, shall be a problem as well. While you are playing as that country, you only play as the Head of State/Head of Government. I, from time to time, will step in to intervene if something, like the United States selling Florida to the United Kingdom, is about to happen. Your population is also a problem, provided you begin to infringe upon their rights and go against what they wish to. You are free to try and oppress them and keep control of your country, but the implications may be dire for you. World in Revolution is built upon many underlying factors, none of which you should be worried about, as it will all be up to the GMs to deal with.

Any type of warlike action taken by a country against another country (PC or NPC), requires an IC Declaration of Hostilities twenty-four hours before the orders deadline. Any nation that has war declared upon them gets a 12 hour extension on orders in order to deal with the new threat. Violations to this rule will be met with punishment on a case by case basis.

Orders

Orders are simple, and outlined below. The number of orders you get are determined by the strength of your nation, and your status abroad. Given the number of players, orders will, unfortunately for many, be limited. They will change, but I will make it known on IRC when they do change so you may come and check them out.

The orders must be sent to their respective Game Moderator, myself for most of the countries, and Mathrim for the Asian countries. The specific breakdown is below, leaving no question to who must send orders to whom.

Like with my last game, you may also send orders to be "stacked" over a period of time, where you may bank orders to be rolled upon, where I take the highest roll out of all of the orders you sent to stack your order.

National Focus Orders: Can be used for anything inside the nation, and only inside the nation. It may not cover military actions, but it could cover military buildup. It is used primary as an order that will not fail, but will not succeed massively either. It's used to ensure that, if you want something done it will get done. It is centred on 7 with a variation of 1.

Normal Orders: Can be used on everything and anything. It is centred on 5 with a variation of 2.5.

War Orders: Can ONLY be used when actively engaged in combat, and can ONLY be used to direct military action against an enemy force, internal or external. Cannot be used secretly or for covert missions. This can only be done through Normal Orders.

Orders are always due Thursday, 12:00:00 Eastern United States unless otherwise posted. Failure to tender orders in by that time will incur a -1 Penalty to rolls for every 10 MINUTES you are over the deadline. Failure to send in orders within ONE Hour of the deadline will result in your orders being ignored. The Update will normally be on Friday or Saturday.

The Situation in Hungary
Postwar Hungary and the Political Order

Following the collapse of the Royal and Imperial in the aftermath of the Great War, Hungary suffered many hardships. The resignation of Charles of Austria from the affairs of his respective realms -- although pointedly not a formal abdication -- paved the way for the creation of the Republic of German-Austria which saw the signing of the Treaty of St Germain, and the Hungarian Democratic Republic in the autumn of 1918. The Magyar Népköztársaság set the precedent for future instability in Hungary as, under the premiership of Mihály Károly, it spiraled into chaos and rebellion.

While President Károly had managed to retain all traditionally Hungarian lands in the formation of the new republic and hoped on achieving a peace separate from that of Austria, the Allies saw Hungary as just as culpable for their role in the Central Powers as Germany was. The Presidents hopes and ambitions were further dashed with the slow process of dismemberment which the Allies were practicing upon Hungary; with each new note from a foreign government leading to further and further concessions to the so-called "Little Entente" of Jugoslavija, Romania, and Czechoslovakia. Under the pressure to maintain stability at home and territorial integrity abroad it was the delivery of a French note delineating the new demarcation line within Hungary to which Romanian Army forces would be able to advance. Unable to reject the demands but feeling unable to accept them, Károly's government resigned and oversaw a transfer of power to a coalition of Communists and Social Democrats.

Banded together under the Hungarian Socialist Party, the Social Democrats possessed a greater advantage in numbers and clout over the Communists, however the latter enjoyed wide popular support. With the resignation of the Károly government the leftists quickly set about reshaping Hungary in their image. After assuming power the Socialist Party proclaimed the creation of the Soviet Republic of Hungary and dismissed the President, installing Béla Kun as Leader of the Republic because of his power over the communists and ties with the increasingly-influential Russian Soviets. Immediately socialistic policies were instituted across the country as industrial and commercial enterprises were nationalised, and housing, transport, banking, medicine, cultural institutions, and all landholdings of more than 40 hectares were socialised and made open to the proletariat. These measures caused severe inflation and damaged the Hungarian economy immensely but the regime's popularity was maintained -- ironically -- through Kun's promise to restore Hungarian imperial borders.

However even the cleverest dictator knows that promises cannot be perpetuated forever without some form of action. Luckily for the Communist regime however, the Romanians grew increasingly frustrated with prevarication on the part of Kun and his men concerning the directive of the Allied Council regarding the new demarcation line. In order to attempt to force the hand of the Soviet Republic the Romanians began military preparations to advance to the new demarcation line. The Hungarians were not left unaware of this however, and Chairman Kun eventually ordered a preemptive strike on Romanian positions on the night of April 15th 1919. This turned out to be a horrible, horrible mistake. The Hungarian-Romanian War of 1919 was short, disastrous, and spelled the quick end of the regime.

After the start of the war in April, the Romanians broke through the weak Hungarian lines by late July as Béla Kun, together with other high-ranking Communists, fled to Austria by August. The Budapest Workers' Soviet, now rudderless, elected a new government headed by Gyula Peidl, however this new government only lasted a few days before Romanian forces entered Budapest on August 6th, putting the final nail in the coffin of the Magyarországi Tanácsköztársaság. With the collapse of the second Hungarian government in as many years, chaos reigned as many counter-revolutionary and monarchist soldiers and free corps roamed the country exacting revenge for the actions of the short-lived Soviet regime. The so-called "Hungarian White Terror" lasted well after the establishment of the Second Hungarian Republic under István Friedrich, one of the putschists against Gyula Peidl who was later appointed Prime Minister under the short-lived Regency of a Hapsburg Archduke. The Archduke himself was quickly forced out by the Allied powers who had no desire to see a Hapsburg as head of state, and Károly Huszár de Sárvár was appointed as Prime Minister of the Republic leading into 1920. Dominated by rightists and military officers who had participated in the White Terror, with a parliament composed of the pro-Hapsburg Christian National Union Party on one hand and the conservative monarchist National Smallholders and Agricultural Labourers Party on the other; Hungary's future looked bright.

The Biennio Rosso

The conclusion of the Great War brought massive change to the Kingdom of Italy, igniting intense reactions from many facets of Italian society. From 1919, bleeding into 1920, Italy underwent a period of instability in political and economic aspects , exemplified by violence, protest, and general uncertainty, giving this period the moniker "Biennio Rosso" [Red Biennium].

Though the Italian entrance into the Great War was driven fully by the irredentists and nationalists who sought the return of lands seen as rightfully Italian, and the Treaty of London did well to promise these lands to Italy, the resulting peace agreements ending this grand conflict were anything but satisfactory. Contradictory arrangements by the victorious Triple Entente powers resulted in territories promised to Italy to be distributed to other parties, effectively breaking the Treaty of London. This disrespect towards the Italian Kingdom resulted in a so-called "Vittoria Mutilata" [Mutilated Victory], a phrase coined by nationalist and poet Gabriele D'Annunzio, representing the disappointment and anger created by this action. Many within the nationalist circles felt that Italy was ultimately betrayed of their true lands and thus were further radicalized in their imperialistic mindset.

Concurrently, the economic situation within Italy boiled as massive unemployment, the collapse of the Lira, and the poor standard of living for the working class ended in a general backlash. Mass strikes, demonstrations, and factory occupations, primarily in Miland and Turin, erupted in response, generally under the leadership of the anarcho-syndicalists. Extending beyond the urban centers, rural agitation was centered in the Po Valley. With the chaos of this class conflict came the Communists, anarchists, and socialists, who held parades and demonstrations appealing to the enraged lower class.

From this culmination of extreme nationalism and social turmoil arose clashes between leftist and rightist militia, most prominent of which was Benito Mussolini and his squadristi Blackshirts. Advocating Fascism, both revolutionary and traditionalist, the Blackshirts constantly clashed with left-wing demonstrations whilst earning the support of veterans, nationalists, and landowners. Even though not represented by any proper party, this ideology of Fascism struck a resonance among many of the Italian people and gained a large exposure through violence, which received a blind eye from the government.

As the Kingdom of Italy entered the year 1920, a solution for these societal problems was necessary for the Kingdom's survival, and with the growing animosity between the people and the seemingly ineffective national government, currently led by Prime Minister Francesco Saverio Nitti, one of the many extremist factions, from Fascist to anarchist, had to be courted to minimize further division between the governed and government. How that would be achieved was yet to be seen.
 
The Turkish National Movement​

The Ottoman Empire was known as the Sick Man of Europe for centuries, as its stagnation, decline and fall had continued steadily from the 17th century on. The Young Turk Revolution, aimed at reviving the ailing empire backfired tremendously, as the Turkish Empire flung itself into war on the side of Germany -the losing side-. On the thirteenth of November, 1918, the Ottoman capital of Constantinople changed hands for the first time since 1453.

Outside Constantinople, the social fabric of the country was tearing apart. Anatolia was a lawless land, and the Allies could not spare the twenty-seven divisions Marshal Foch said were necessary to restore order. When violence breaks out in Samsun in March 1919, general Mustafa Kemal was dispatched to restore order. Held back in his career by the jealousy of Enver Pasha, he was the Hero of Anafartarlar and considered the best general of the Ottoman Army with Enver out of the country. He was dispatched as an Inspector-General, wielding broad powers. He was expected to reorganise the military forces there and put the rebellion down. He did do the first part of his task, but Mustafa Kemal’s ambitions were greater than pacifying a city.

Kemal’s task was clear. To shape the Turkish nationalist movement into a political reality and to muster an army to fight the foreign invaders. He meets with like-minded nationalists and travels all through Anatolia, recruiting support for his cause from all walks of life. Intellectuals, local leaders, army officers, peasants, and even the clergy lend their support to Kemal in the fight to create a free Turkey. Their argument in a practical sense was looking good too, as many Turks volunteered, former units of the Ottoman Army regrouped, and weapon depots were raided so that the arms surrendered only recently flowed back to the TGNA’s forces which soon had some 48,000 men at their disposal.

The nationalists meet in Erzurum and Sivas to discuss the future of their country, where the Erzurum Resolutions are passed:

-The territorial integrity and indivisibility of the homeland must be protected.
-The nation would resist foreign occupation and inference.
-A provisional government would be formed if the government in Constantinople is incapable of maintaining the nation's independence and unity
-The aim is to consolidate the national forces into a ruling factor and to establish the will of the nation as the sovereign power.
-The nation shall not accept the status of a mandate or a protectorate.

While the Kemalists organise in Ankara, far away from British battleships and invading armies, the Ottoman parliament convenes in 1920 in the now-occupied capital. In a surprise move, it passes the ‘National Pact’ which largely affirms the decisions made at Erzurum and Sivas. Outraged, the allied powers clamp down on the Ottoman parliament. Initially they attempt to bribe the deputies, but the bribes are rejected and the affair publicised by the nationalist newspaper Yeni Gün, The voice of Mustafa Kemal in Constantinople. After the affair, the allied powers exile its deputies and force the Sultan to dissolve it, contravening the constitution. The Turkish people were outraged further by this affront to their institutions and freedoms. In line with the Erzurum resolutions, the nationalist parliament, the Turkish Grand National Assembly, with Mustafa Kemal as its speaker, proclaimed its government in Ankara.

The forces that could lead to a conflict in Turkey have already been set in motion. Still a mysterious figure and continuously underestimated by the allied forces, Mustafa Kemal waits for the moment to launch his open revolt against Turkey’s enemies. Germany, Austria, Hungary and Bulgaria have already been subjected to humiliating peace treaties. With allied armies already occupying large parts of the Ottoman Empire, everybody is expecting a stern dictate from Paris sooner rather than later.



The situation in Turkey looks bleak, being exhausted after a near-constant state of war since 1911. Anybody who would be asked would say that the country would fold, accept the conqueror's peace, and be subjected to the Entente, Venizelos, and the Dashnak. Little did they know history was to take a spectacular turn. As in Gallipoli, where he beat the Allied invasion, This 'Mustafa Kemal' was about to take the fate of his nation into his own hands once more. He and his friends would not be fighting the battle of a cornered snake and be the subject of a footnote in history, but they would instead reshape their country forever and write the story of the Republic of Turkey

The Definition of a Nation​

The Great War, where 1.7 million men, women and children died under German fire, had a lasting impact on the psyche of France. The 1919 elections, the first legislative elections following the Great War, were unsurprising and confusing to followers all at the same time as a direct result of said war. The National Bloc, a union of conservative parties aiming to invoke the victorious national spirit of France and strangle Bolshevism in it's cradle won 53% of the national vote and established a majority behind the ideals and leadership of Monsieur Raymond Poincaré, President of France. This majority was helped along by the weakness of the Section française de l'Internationale ouvrière (SFIO) and the other assorted socialists in France due to their refusal to discuss the future of Bolshevism in France and the belief that the Union sacrée* should extend into the peacetime era to alleviate domestic economic issues that may arise.

The Vague Bleu [Blue Wave] faced some interesting challenges over the course of the next year. The subject of Turkey and Hungary, former enemies now defeated, is now in the air as the victors decided the spoils. As well the troubles of Russia and their communist uprising is a direct concern to the French government, as the Whites seem to be most definitely doomed while the fate of Poland hangs in the air. French troops in Syria have to deal with an uprising while the Territory of the Saarland Basin and the Territory of Memel are under French protection.

1920 is a turning point for France. The world's most powerful nation, the fate of the Republic rests on economic cohesion, political mastery, military dominance and a little nod from Lady Luck. The eyes of the world rest on l'Hexagone, the only question now is where from here?

TREATY OF TRIANON


THE REPUBLIC OF FRANCE, THE UNITED STATES OF AMERICA, THE BRITISH EMPIRE, THE KINGDOM OF ITALY and THE EMPIRE OF JAPAN,

These Powers being described in the present Treaty as the Principal Allied and Associated Powers,

ROMANIA, THE SERB-CROAT-SLOVENE STATE, and CZECHO-SLOVAKIA,

These Powers constituting with the Principal Powers mentioned above the Allied and Associated Powers,

of the one part;

And HUNGARY,

of the other part;

Whereas on the request of the former Imperial and Royal Austro-Hungarian Government an Armistice was granted to Austria-Hungary on November 3, I918, by the Principal Allied and Associated Powers, and completed as regards Hungary by the Military Convention of November 13, 1918, in order that a Treaty of Peace might be concluded, and

Whereas the Allied and Associated Powers are equally desirous that the war in which certain among them were successively involved, directly or indirectly, against Austria-Hungary, and which originated in the declaration of war by the former Imperial and Royal Austro-Hungarian Government on July 28, I914, against Serbia, and in the hostilities conducted by Germany in alliance with Austria-Hungary, should be replaced by a firm, just, and durable Peace, and
Whereas the former Austro-Hungarian Monarchy has now ceased to exist, and has been replaced in Hungary by a national Hungarian Government
WHO, having communicated their full powers found in good and due form, HAVE AGREED AS FOLLOWS:

PART I STATE OF WAR

From the coming into force of the present Treaty the state of war will terminate.

From that moment and subject to the provisions of the present Treaty official relations will exist between the Allied and Associated Powers and Hungary.

PART II FRONTIERS OF HUNGARY

ARTICLE 1

The frontiers of Hungary with Austria, the Serb-Croat-Slovene State, Roumania, Czecho-Slovakia and Italy shall be fixed as reflected on the map attached to the Treaty in Annex I.

PART III POLITICAL CLAUSES FOR EUROPE

SECTION I. ITALY.

ARTICLE 2

Hungary renounces so far as she is concerned in favour of Italy all rights and title which she could claim over the territories of the former Austro-Hungarian Monarchy recognized as forming part of Italy in accordance with the first paragraph of Article 36 of the Treaty of Peace concluded on September l0, 1919, between the Allied and Associated Powers and Austria.

ARTICLE 3

No sum shall be due by Italy on the ground of her entry into possession of the Palazzo Venezia at Rome.

ARTICLE 4

Hungary shall restore to Italy within a period of three months all the wagons belonging to the Italian railways which before the outbreak of war had passed into Austria and are now in Hungary.

ARTICLE 5

Judgments rendered since August 4, 1914, by the courts in the territory transferred to Italy in accordance with the first paragraph of Article 36 of the Treaty of Peace with Austria, in civil and commercial cases between the inhabitants of such territory and other nationals of the former Kingdom of Hungary, shall not be carried into effect until after endorsement by the corresponding new court in such territory.

All decisions rendered for political crimes or offences since August 4, 1914, by the judicial authorities of the former Austro-Hungarian Monarchy against Italian nationals, or against persons who acquire Italian nationality in accordance with the Treaty of Peace with Austria, shall be annulled.
SECTION II. SERB-CROAT-SLOVENE STATE.

ARTICLE 6

Hungary, in conformity with the action already taken by the Allied and Associated Powers, recognises the complete independence of the Serb-Croat-Slovene State.

ARTICLE 7

Hungary renounces so far as she is concerned in favour of the Serb-Croat-Slovene State all rights and title over the territories of the former Austro-Hungarian Monarchy situated outside the frontiers of Hungary as laid down in Article 1.

ARTICLE 8

The Serb-Croat Slovene State recognises and confirms in relation to Hungary its obligation to accept the embodiment in a Treaty with the Principal Allied and Associated Powers such provisions as may be deemed necessary by these Powers to protect the interests of inhabitants of that State who differ from the majority of the population in race, language or religion, as well as to protect freedorn of transit and equitable treatment of the commerce of other nations.
The proportion and nature of the financial obligations of Hungary which the Serb-Croat-Slovene State will have to assume on account of the territory placed under its sovereignty will be determined in accordance with Artide 186, Part IX (Financial Clauses) of the present Treaty.

Subsequent agreements will decide all questions which are not decided by the present Treaty and which may arise in consequence of the cession of the said territory.

SECTION III . ROUMANIA.

ARTICLE 9

Hungary renounces, so far as she is concerned, in favour of Roumania all rights and title over the territories of the former Austro-Hungarian Monarchy situated outside the frontiers of Hungary as laid down in Article 1.

ARTICLE 10

Roumania recognises and confirms in relation to Hungary her obligation to accept the embodiment in a Treaty with the Principal Allied and Associated Powers such provisions as may be deemed necessary by these Powers to protect the interests of inhabitants of that State who differ from the majority of the population in race, language or religion, as well as to protect freedom of transit and equitable treatment for the commerce of other nations.

SECTION IV. CZECHO-SLOVAK STATE.

ARTICLE 11

Hungary, in conformity with the action already taken by the Allied and Associated Powers, recognises the complete independence of the Czecho-Slovak State, which will include the autonomous territory of the Ruthenians to the south of the Carpathians.

ARTICLE 12

Hungary renounces, so far as she is concerned, in favour of the Czecho-Slovak State all rights and title over the territories of the former Austro-Hungarian Monarchy situated outside the frontiers of Hungary as laid down in Article 1.

ARTICLE 13

The Czecho-Slovak State undertakes not to erect any military works in that portion of its territory which lies on the right bank of the Danube to the south of Bratislava (Pressburg).

ARTICLE 14

The proportion and nature of the financial obligations of Hungary which the Czecho-Slovak State will have to assume on account of the territory placed under its sovereignty will be determined in accordance with Article 186, Part IX (Financial Clauses) of the present Treaty.

Subsequent agreements will decide all questions w-hich are not decided by the present Treaty and which may arise in consequence of the cession of the said territory.

SECTION V. FIUME.

ARTICLE 15

Hungary renounces all rights and title over Fiume and the adjoining territories which belonged to the former Kingdom of Hungary and which lie within the boundaries which may subsequently be fixed.

Hungary undertakes to accept the dispositions made in regard to these territories, particularly in so far as concerns the nationality of the inhabitants, in the treaties concluded for the purpose of completing the present settlement.

PART IV GENERAL PROVISIONS

ARTICLE 16

The independence of Hungary is inalienable otherwise than with the consent of the Council of the League of Nations. Consequently, Hungary undertakes in the absence of the consent of the said Council to abstain from any act which might directly or indirectly or by any means whatever compromise her independence, particularly, and until her admission to membership of the League of Nations, by participation in the affairs of another Power.

ARTICLE 17

Hungary hereby recognises and accepts the frontiers of Austria, Bulgaria, Greece, Poland, Roumania, the Serb-Croat-Slovene State and the Czecho-Slovak State as these frontiers may be determined by the Principal Allied and Associated Powers.

Hungary undertakes to recognise the full force of the Treaties of Peace and additional conventions which have been or may be concluded by the Allied and Associated Powers with the Powers who fought on the side of the former Austro-Hungarian Monarchy, and to recognise whatever dispositions have been or may be made concerning the territories of the former German Empire, of Austria, of the Kingdom of Bulgaria and of the Ottoman Empire, and to recognise the new States within their frontiers as there laid down.

ARTICLE 18

Hungary renounces, so far as she is concerned, in favour of the Principal Allied and Associated Powers all rights and title over the territories which previously belonged to the former Austro-Hungarian Monarchy and which, being situated outside the new frontiers of Hungary as described in Article 1.

Hungary undertakes to accept the settlement made by the Principal Allied and Associated Powers in regard to these territories, particularly in so far as concerns the nationality of the inhabitants.

ARTICLE 19

No inhabitant of the territories of the former Austro-Hungarian Monarchy shall be disturbed or molested on account either of his political attitude between July 28, 1914, and the definitive settlement of the sovereignty over these territories, or of the determination of his nationality effected by the present Treaty.

PART V MILITARY CLAUSES

ARTICLE 20

Within three months of the coming into force of the present Treaty, the military forces of Hungary shall be demobilised to the extent prescribed hereinafter.

ARTICLE 21

Universal compulsory military service shall be abolished in Hungary. The Hungarian Army shall in future only be constituted and recruited by means of voluntary enlistment

ARTICLE 22

The total number of military forces in the Hungarian Army shall not exceed 35,000 men, including officers and depot troops. Subject to the following limitations, the formations composing the Hungarian Army shall be fixed in accordance with the wishes of Hungary:
(1) The effectives of units must be fixed between the maximum and minimum figures shown in Table No. IV annexed to this Section.
(2) The proportion of officers, including the personnel of staffs and special services, shall not exceed one-twentieth of the total effectives with the colours, and that of non-commissioned officers shall not exceed one-fifteenth of the total effectives with the colours.
(3) The number of machine guns, guns and howitzers shall not exceed per thousand men of the total effectives with the colours those fixed in Table V annexed to this Section.
(4) The Hungarian Army shall be devoted exclusively to the maintenance of order within the territory of Hungary, and to the control of her frontiers

ARTICLE 23

The importation into Hungary of arms, munitions and war material of all kinds is strictly forbidden. The manufacture for foreign countries and the exportation of arms, munitions and war material shall also be forbidden.

ARTICLE 24

The armed forces of Hungary must not include any military or naval air forces. No dirigible shall be kept.

ARTICLE 25

The provisions contemplated in articles 20-24 will last until 1930. If the countries regarded as Principal Powers agree due to Hungarian lack of respect to the provisions of this Treaty, the limitations will be renewed.

PART VI REPARATION

ARTICLE 26

The Allied and Associated Governments affirm and Hungary accepts the responsibility of Hungary and her allies for causing the loss and damage to which the Allied and Associated Governments and their nationals have been subjected as a consequence of the war imposed upon them by the aggression of Austria-Hungary and her allies.

The amount of such damage for which compensation is to be made by Hungary shall be determined by an Inter-Allied Commission to be called the Reparation Commission and constituted in the form and with the powers set forth in the present Treaty.

THE PRESENT TREATY, in French, in English, and in Italian, shall be ratified. In case of divergence, the French text shall prevail, except in Parts I (Covenant of the League of Nations) and XIII (Labour), where the French and English texts shall be of equal force.

The Hungarian Republic views the terms of the Treaty of Trianon with great sadness. Although the Republic has attempted to secure more amenable terms, which do not unfairly sacrifice the territorial integrity of the Hungarian nation and people, our government has been unable to do so. Faced with the untenable situation with which the Hungarian people are now burdened -- either continued resistance leading to continued warfare and concessions from the Allied Powers, or signing the Treaty and compromising the nation -- we can see no other choice than to concede to Allied demands, and the Treaty, for the sake of peace and a modicum of lasting stability. Henceforth, it is with a heavy heart, and under great protest, that the Hungarian Republic formally agrees to the terms of the Treaty of Trianon.

To emphasise the protest of the Hungarian government in acceding to the terms of the Treaty of Trianon, and filled with regret and anger at being forced to betray the interests of the Hungarian people at the behest of foreign powers which seek the ruination of the Hungarian nation, the Hungarian government formally resigns and transfers power to the newly-elected Hungarian Parliament. This is a shameful day in the history of the Hungarian nation, and we will be held accountable for our actions before the throne of the Almighty. Let us pray that those of the conquerors will similarly be dealt with in justice and righteousness.

With the war in Europe now over we as a people, both as a nation and a part of the British Empire can be proud of our achievements. With the final treaties being drafted to end the officially end the struggle that plagued the world for four years, we are proud to say that we took part in it. But despite the end of the war, we still see a Europe that is not ready to stand on its own, at least not in terms of production and food. Canada supplied both Britain as well as the allied armies with food and supplies during the war and as such boosted out production. But even as such, it has not been without trouble at home, in 1916 Palliser's Triangle came under difficulties, it is one of the largest areas in Canada that supplies food to our allies, to this day four years after the area is still under heavy problems. As such the production of our grain fell and has continued to do so to this day, but we cannot simply give up, Europe still needs our products and as such we must make up for the lack of grain that we are able to supply and look for new ways to improve the output.

The government has as such passed a new bill that will for the next three years allow and help farmers and grain producers to be allowed to purchase tractors to help with the grain output, as well as help the Palliser Triangle in hopes of the farmers in the area being able to produce more gain and as such have an income once again. Any farmer or grain producer that buys a tractor will be able to subtract a certain amount of the cost from their taxes, as such it is the hope of the government that many will be able to now go through with this investment so that Canada can keep up its production and supply the United States, the Empire and Europe for its needs.
 
The Outstations of the Brooke Administration

When the first White Rajah of Sarawak took the reigns of this great and vast nation of resources, the administration were in poor condition and relied on the inefficient and ancient model of the Bruneian Empire. Sir James Brooke made great changes to this area and massive reforms of the hierarchy of the nation. He setup the Sarawakan Service, a civil service which focused on recruiting Europeans into its ranks, valued for their modern knowledge in the area of state.

These servicemen became the extension of the Rajah and represented him in all matters where these were stationed, which were mainly "Outstation" forts placed nearby large settlements and important rivers for transportation. These forts were built by ironwood in square shapes with watch towers in each corner. As at the time the biggest threat to the servicemen were only headhunters with a few poisoned spear, the wooden palisades were more than enough to keep them at bay and cases of fatality was extremely rare.

Even though the European servicemen were to represent the White Rajah, he made it a very important that the natives of Sarawak, the real populace of his kingdom, that their culture remained untouched and that their methods were to adapt to the people. The Malayan's of Sarawak was known for their acceptance of the European rule as the Europeans had come to know their culture and accept it in return. And over time the methods in how the servicemen practiced law, tax collection and the rest of their duties became more and more efficient as the two fundamentally different societies started to merge together. The current Rajah's aim is to now make this new society that has blossomed in this paradise of Borneo and propel it forward to the future while still remaining true to James Brooke's ideals.

At the reign of the second Rajah the servicemen became accompanied by the Sarawak Rangers who were tasked with manning the forts of the Outstations, the Border forts and protection the life of their dear Rajah and his Astana. These Rangers were mainly composed of Malayan's and were the first what you could truly call modern soldiers of Sarawak. They excelled in Jungle combat and were equipped with modern weaponry.

These Outstations is what made the basis and core of the Brooke Administration, and where one of these forts were is where the law of the Rajah reached. The Kingdom was large and wide, as such the interior and deep jungle of the Kingdom housed large Dayar tribes who practiced headhunting, since long outlawed by the Rajah's and an ever lasting thorn in the Royal decree's of the Astana. However over the years more and more Dayar tribes accepted the rule of the Brooke's administration and they settled nearby important trading routes along the rivers and joined in on the prosperity of the realm.

With the current Rajah's rule, and the ever more maturing administration of the Kingdom, the people, His Highness and even Britain, expect great things from the Brooke Kingdom, that little paradise in the far east corner of the world.

The Dominion Of New Zealand is a small, "forgettable" place upon this earth we call home. A group of two islands named North and South Island, even though simple in name, have very exotic and amazing features. A land forged by the fires beneath the sea, made of deep jungles, mountain peaks covered in fresh snow, roving hills and grasslands almost resembling Ireland, and enough game on both land and sea to make both a veteran seamen and hunter happy to retire.

Our nation is a loyal servant to the British Crown and His Majesty King George V. And when the call to arms was sent out across the Empire during 1914, New Zealand answered and men were sent in the name of Crown and Country. Our brave men served with ANZAC, a combined unit of New Zealanders and Australians sent to fight alongside our comrades of the Entente in the battlefields of Europe. We had our most horrific and sobering experiences in the Gallipoli Campaign, where 2,721 men of New Zealand died fighting in the Ottoman Empire.

The overall experience of the war is one of needing improvement at home and when called abroad, as our men were heroes to risk their lives in the name of freedom and hope for a better future. The Royal Army of New Zealand will be revised, once the New Zealand Expeditionary Force is cataloged and the unit put to peacetime levels.

Early History of the Republic of China

Chapter I: The Prelude

Following the defeat in the First Opium War the Qing struggle to contain European expansion in China. Unequal treaties with European powers (and later United States and Japan) are signed, giving the foreign powers more and more privileges in the country. Despite the apparent disadvantage the Manchu rulers of China appear to have no interest in any major changes or reforms during this time.

It is only following the defeat in the Second Opium War that the Qing begin a series of moves towards modernization. Despite these changes and the Self-Strengthening Movement China suffers a truly humiliating defeat in the Sino-Japanese War. Afterwards Emperor Guangxu and his advisers Kang Youwei and Liang Qichao embark on a series of ambitious reforms that come to be known as the Hundred Days Reforms.

Unfortunately reform was not to be as Empress Dowager Cixi leads a palace coup against the Emperor and restores the ultraconservative course. From this point on the decline and demise of the Empire is certain, with the Boxer Rebellion and associated European intervention only accelerating its arrival. Brutal suppression of dissent leads to the flight of many Chinese intellectuals abroad where they, together with exiled reformers, organize groups dedicated to the overthrow of the Qing.

There are many histories written of the actual revolution, but it suffices to say that popular discontent with the Qing leads to a series of uprisings beginning with 1900. In 1911 the largest social uprising in Wuchang turns into a revolution. The “new model” Beiyang Army that was created by the Qing after the Sino-Japanese war and staffed by forward-thinking officers, refuses to suppress the revolution, and the “Last Emperor” Puyi abdicates on February 12, 1912, ending two millennia of imperial rule in China.

That is where we will begin.

Chapter II: The Uncertain Republic

The Xinhai Revolution creates a Provisional Government of China in Nanjing with revolutionary leader Sun Yat-sen as President. However, even if the Beiyang Army did not fight the revolutionaries its leaders are not prepared to accept this new government and via a compromise the commander of the Beiyang Army, Yan Shinkai, is chosen as a provisional President to rule from Beijing.

Yan Shinkai is the figure that dominates the early history of the Republic of China. He did not play a major role in the revolution that ended the Qing rule, but as the commander of the largest and most competent army in China he finds himself with a lot of power. Unfortunately for the new republic he is not of the mind to relinquish it.

Elections in 1913 gave Sun Yat-sen’s Nationalist Party the majority, but Yan orders the assassination of the likely Prime Minister. Nationalist Party members, fearful of a new authoritarian regime attempt to take power by force, but, as predicted, the Beiyang Army easily crushes this “second” revolution. With the nationalists exiled Yuan becomes President and rules for two years over a mostly united country.

In 1915, however, Yuan decides to crown himself Emperor of China. Even those of his supporters who could live with his Presidential ambitions quickly abandon him. Liang Qichao, the former reformer in the Qing Empire, and many others, form a coalition opposed to Yuan and eventually toppled him in the “National Protection War.” Republic is restored and Li Yuanhong becomes President.

This is when Feng Guozhang and Duan Qirui make their entrance, the first as Vice President and the second as Prime Minister of the newly restored republic. Duan is a military commander who is aggressive and, some may say, power hungry. He advocates the entry of the country into the Great War and manages to get the re-convened Parliament to agree. Unfortunately President Li and Vice President Feng do not agree and move to fire him.

This crisis between the President and the Prime Minister threatens the republic and a general Zhang Xun offers to mediate. However, upon arrival in Beijing, Zhang topples the current regime and announces the restoration of the Qing, with Puyi as Emperor. Li and Duan put aside their differences and organize a force to fight this restoration, with Duan being the leading military commander.

After the restoration is defeated Duan is clearly the most powerful man in China and President Li agrees to resign, thus making Feng Guozhang President. Problem is, Feng does not get along with Duan any better than Li. Duan, feeling confident in his position, refuses to summon back the Parliament and chooses to rule by decree, which leads to the flight of many parliamentarians South and the establishment of the “Constitutional Protection” regime by Sun Yat-sen in Guangzhou.

In 1919 Feng unexpectedly dies from illness and this leaves Duan’s opponents in disarray. Fearful that Duan may use the opportunity to crush them they feel the need to make a move quickly. This is when the Beiyang regime begins to completely disintegrate.

This is not the end of the Austrian state however, we will reforge Austria anew and usher in a new time of prosperity and success that has not been seen since before the Great War. Our industry will once again be strong and run on Austrian iron and coal while our people live comfortably. With Gods help we shall ultimately succeed past the level of success the Austrian Empire once had. The Austrian State will prosper with the determination of our people and the Grace of God.

Chapter III: The Cast of Characters

Most texts that cover this period of Chinese history simply state that China disintegrated into different “warlord” factions and territories, and then move on. Who were these warlords and why did they do what they did? These questions are not generally covered, but without understanding them it is very hard to understand what was actually going on in China without resorting to the superficial and misleading generalization of “warlord era.”

We have already introduced Duan Qirui, a senior general in the Beiyang army. He rises to prominence as a supporter of Yan Shinkai, though he turns on his sponsor when Yan tries to make himself Emperor. Duan’s power over the Beiyang government is really solidified after he leads the effort to end the short-lived Manchu restoration, from which point on he is the undisputed ruler of much of northern China and his supporters form the “Anhui” clique of generals and politicians. Wang Yitang runs the political arm of the clique, ensuring that the rigged parliament does as Duan requires.

Using money borrowed from the Japanese in return for concessions Duan assembles a large army under the pretext of using it in the Great War. In reality his plan is to use it to assert his power in China. He attempts repeatedly to conquer the southern provinces where Sun Yat-sen’s “Constitutional Protection” regime is entrenched, but he is foiled by others in the Beiyang government who fear he will grow too powerful. When the Great War ends Duan needs a new pretext for his army and he sends it to Mongolia with his right-hand man Xu Shuzheng at its head.

Duan’s dealings with the Japanese return to haunt him. It is disclosed that he borrowed money from them in return for handing over Chinese land and this revelation weakens him considerably. The May Fourth Movement of protests against the concessions to the Japanese embolden Duan’s enemies, both those who actually have anti-Japanese sentiments and those who simply wish to undermine his power. As he has resigned the position of Prime Minister two years prior to appease his opponents, Duan is somewhat vulnerable even if he is the most senior Beiyang commander.

So who are these opponents of his? Duan’s heavy-handed approach has alienated many in the Beiyang army. By promoting his cronies and family Duan has rubbed many senior commanders the wrong way. These discontents have coalesced around Feng Guozhang, the President of China. These anti-Duan generals and politicians have become known as the “Zhili” clique, though they have little in common among themselves other than their opposition to the top strongman.

Duan and Feng face off against each other in Beijing for three years as tensions rise, but then Feng dies of illness, leaving the Zhili leaderless. The next most senior Zhili commander is Cao Kun, another favorite of Yan Shinkai and a notorious gambler and man of loose morals. He was supposed to be Vice President, but even the corrupt and pliable Chinese parliament revolted against his appointment to the position. Behind him is Wu Peifu, a competent general whose political leanings are obscure.

The current President of China is Xu Shichang. Elected after Feng’s term ran out he was chosen as a compromise candidate between the Anhui and Zhili cliques. He is a civilian with no military power of his own, but he enjoys more legitimacy than almost any general in the Beiyang army, and he has engaged Sun Yat-sen and other southern politicians in a process of reconciliation.

Finally there is a third “clique” in the Beiyang army, the so-called Fengtian clique. Led by Zhang Zuolin it is another group of generals with close ties to Japan. The Fengtian army is made up not of just units of the Beiyang army, but also of manchurian militias and other forces. With Japanese support Zhang has built the best-equipped army in China, including a regiment of tanks and an air force. His “Fortress Manchuria” is somewhat removed from China proper, but he has national ambitions and is weary of the events in Beijing.

There are, of course, others too, and we will get to them later. For now it is sufficient to place the “warlords” into different camps - the pro-Duan Anhui, the anti-Duan Zhili, and the Manchurian Fengtian - and to recognize how these cliques came about. In the South of the country Sun Yat-sen, exiled from Guangzhou, is struggling against a whole other set of generals and warlords, but for now the main action is in Beijing.

The South Africans, 1920

Overall an uneventful year, South Africa, under Prime Minister Jan Smuts, South Africa saw a few advancements.

To begin with, in February the SAAF was founded, making it the world's 2nd oldest after the RAF. Smuts and his advisors saw the potential in air power, and moved to harness it.
