Let's say I'm the emperor of Scandinavia. I'm also the king of Sweden and Norway.
I like to use vassal kings, so the kings of Denmark, Finland Ireland, Skotland, England and Wales are also my vassals.
Scandinavia has high crown authority.
However, checking my vassal's opinions, my dukes within Sweden and Norway, the king of Finland and the Queen of Denmark got a -2o percents opinion hits for high crown authority while the kings of Brittania are all happy and show no sign of having a high crown authority.
Are they affected by the empire's crown authority too, thus unable to declare war on my other vassals? Or do they decide their own crown authirity and thus decide if they're able to declare war on the poor petty king of Iceland?
If so, how can I make it so all of my vasssals, direct or indirect, won't be able to wage wars within the realm (and outside of it if I decide to go absolute)?
