Yeah, Germany. Well, they annexed some land outside the historic borders. So besides Alsace-Lorraine they occupied Bohemia, the eastern half of Switzerland and two or three provinces of Austria. But as far as I could see they had no colonies.

I agree that Siam could have achieved more. I think I will finally play a European power soon, and then I will seriously go for rank 1.
