Hello,
I have an good computer i think. I have a gforce GTX670 MX with an Intel Core i7-3630QM 2,4ghz with 8gb of ram memory.

I dont know what´s the problem but in 1920x1080 pixels i have 14 fps with al graphics in low configuration.

Could you help me ?
 
Here's a list of recommendations I've just got from VSTEP for you:

1. Make sure the game is installed inside Program Files(x86)
2. Installing ShipSim's latest updates. (1.5.7 is not required)
3. Install the following C++ Redistributables: http://www.microsoft.com/en-us/download/details.aspx?id=26347
4. Disable Crossfire if applicable (Running two GPU's together)
5. Installing the latest Windows updates. This tends to improve the FPS sometimes
6. Closing as many unnecessary background applications as possible (Especially Hamachi)
7. Disable Anti Aliasing from the GPU and make sure that the AA does not override the application settings
8. Installing the latest version of Nvidia PhysX: http://www.nvidia.com/object/physx-9.13.1220-driver.html
9. And within the game, if nothing has worked, you could try to turn the ocean detail down a notch. This will remove the ocean foam and can increase about 30FPS.
