We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
It can be several reasons:
- you have poor relations with your allies.
- your allies have good relations with your enmy.
- your (and your ally's) military score compared to that of your enemy is poor.
I also find that infamy plays a big role in what your allies will do (so they won't help you if you're infamous)
Don't know if this is correct but it's what I feel from playing the game.
