How come you cant play as the republic of Genoa in the 867 start? I have The Republic DLC. Can play all the other republics but not that one, is there a reason why or is that a bug?

You can only play merchant republics - which are coastal and have a duchy title.

Genoa doesn't have a duchy in 867. While the AI usually quickly forms it, it isn't playable in 867.
