In a atmosphere of fear and violence, New York City holds it's first general election. Borough Presidents, the President of the Board of Aldermen and the Mayoral Seat are all up for grabs.

Who will win, who will lose, and what will result from this election has people curious and bookies busy.

1901 New York Elections

The New York City's first official elections were held in early February of 1901 in an atmosphere of fear and disappointment. Mayor Robert Van Wyck, understanding his situation and the blame that rested on his shoulders, took the fall on behalf of Tammany Hall and Boss Croker. This alongside of the Ice Trust Scandal, where Van Wyck was given a handy amount of stock in American Ice for the guarantee of a monopoly over all of New York City. These scandals forced the bland mayor to step down and allow elections to occur.

However ex-Mayor Van Wyck was not the only person to be forced to step down due to political scandal. Edward Grout, an upstanding citizen, married man and Borough President of Brooklyn, resigns in the face of rumours perpetrated by the New York Daily over him visiting prostitutes on New York City time. This threw the entirety of the Tammany Hall Brooklyn section in confusion for the duration of the election.

Another person who faced scandal was Meyer Levinsky, an up-and-coming Democrat of Jewish descent. A very public confession, by a young Antonio Hafez, was circulated in the New York Daily, who named Meyer Levinsky as the head of a power Mafia and the orchestrator of violence in New York and specifically Manhattan. However a Democrat staffer did an independent check on young Antonio and found a rather shocking truth. Hafez, a small time pickpocket from Barcelona, was beaten nearly to death and had lost a finger on his left hand. He reports that he was forced to sign a piece of paper and had no idea what it was due to his illiteracy. Questions about police brutality are at an all time high. Meyer, in a generous nod to Tammany and to the community, stepped back from running for Borough President of Manhattan as a result of this scandal, allowing the other favourite Jacob Cantor to take the Democratic nomination.

On all sides there was a flurry of currying for favour. Levinsky was seen across New York City on the Democratic side while Alfred Jones brownnosed on the Progressive Ticket. To the surprise of many John Myborough was also seen at Progressive galas. This was seen as the first public break of a high up from Tammany Hall. It is unknown for now how the infamous machine will react. When Seth Low, head of the Fusion ticket, approached Pietersen in order to combine and overthrow Tammany Hall from New York City politics, Pietersen readily agreed.

The actual election was surprisingly quiet. Men went to the polls and left without too much overt violence. Both Tammany Hall and the anti-Tammany Hall alliance of interests and organisations held their breath as the votes were counted. For the Borough Presidencies, Bronx went to the incumbent Louis Haffen, a Democrat and Tammany Hall politician. This was a blow to the anti-Tammany forces, but it would continue as the votes came in. Unnoticed to many, some say even to Hans himself, Hans Gilderman wins the Queens Borough Presidency on the Democrat ticket as well as Charles McCormack in Richmond. However it seemed the tide seemed to turn with Alfred Jones was elected to the Brooklyn Borough Presidency as the organisation of Tammany Hall there reeled with the loss of Edward Grout. This was reinforced when Theodore Pietersen, in the closest election by far of the five Borough Presidencies, wins Manhattan on the Progressive ticket. This was another blow to Tammany, as the centre of graft and gerrymandering in New England failed in it's traditional stronghold.

The Aldermen decided to elect Meyer Levinsky as their President, in a quiet coup for both the Jewish lawyer and Tammany Hall, consolidating the ornery Board under their control. Finally when it came to the Mayoral Race it was declared after counting all the votes that Mr. Seth Low, an anti-Tammany educator and the face of the Fusion alliance, was elected as mayor. While he held promise, and seemed to seek change, it is unknown if he will, or even can, go through with it.

I am not a politician, I do not know anything of politics, I keep myself far from participating in such matters. It is my task as a New York police officer to catch criminals, and so help us God, catch them we will.

Pietersen looked out over his balcony in upper Manhattan. The sound of carriages, automobiles, trains ships, shopkeepers, sailors, lovers, gangsters, and the din of normal of people in a city all mixed together into a great cacophony of life. The stew pot of aromas, some wonderful and divine, some utterly horrid, and some simply ordinary, made for more than human nostrils were made for. The building near him were well kept and luxurious, with servants bustling to and fro and the bourgeoisie making the most of their earnings. Further aback, the tenants and slums of the poor dotted the skylight, their own noises and smells blending in with the senses of the former. A nearby swimming pool was filled to the brim with the children of the well-off, and Pietersen felt a certain jealousy towards them. After all, Manhattan in September was sweltering. He sighed, and turned to the associate standing next to him. "Well, I finally made it. The presidency of the Manhattan borough is in progressive hands, the newspaper is booming, and I am one of the most well-known and sought after and envied man in New York. For this, I must thank you dear friend. Without your assistance, I'm not sure where I would be." The man, his face hidden in the shadows of the apartment, simply nodded. They still had work to do, after all. The time would come when they would make their move, but for now, they would enjoy the spoils of their earnings.

The Year of 1901


MacConnors

MacConnor, ever the family man, attempts to concieve a baby with his wife. This attempt succeeds, and the newborn guarantees the continuation of the MacConnor family in New York. Arthur has yet to name the young boy.

Officer Arthur MacConnor alongside Officer Hohlenberg comes to the forefront of New York headlines when he and Officer Ludwig personally arrest James "Yakey Yake" Brady, leader of the Yakey Yakes, for theft. At his trial, 26 year old Brady exclaimed "Jersey fer' mine fer' the rest of me life. I can't stick me beak in town no more widout de cops slammin' me". following his release some 8 months later, Jake, true to his word, moved to New Jersey. The Yakey Yakes quickly were absorbed into either the Meyer Gang or the Five Points Gang. This marks the first real progress against the growing street gangs since the failed arrest of John Torrio in 1898.


Progressives:

Theodore Pietersen, pleased with the success of the New York Daily mudslingers in the recent election, attempts to continue his success against Meyer Levinsky. However he had used all of the dirt he had. As a result his editors resorted to making up lies about Meyer, saying that he was found in a known catamite hideout in Brooklyn. Meyer, upon hearing the news, quickly provided evidence that he was at an Alderman meeting. It is unknown how Meyer will result to this public slander by a known newspaper, but defense lawyers have started leaving their address cards on Pietersen's doorstep.

Pietersen tries to make some money on the stock market by investing in the Pacific Mail Steamship Company, a conglomerate of New York interests. He invests 1000$ in the SS City of Rio de Janeiro, a steamer rumoured within the PMSC to be carrying a great amount of smuggled Chinese gold and silver which was listed as tin on the manifest. However on the 21st of February of 1901 she ran aground near Fort Point. The catastrophe cost the lives of 82 men, including Captain William Ward and Consul-General Rounsevelle Wildman for Hong Kong. Pietersen lost 1000$ alongside any gains he could have seen from the PMSC.


Jones Family

Alfred, upon becoming the Borough President of Brooklyn, begins trying to establish connections. Going both high and low, he strikes confidence and faith in both the upper and lower classes of Brooklyn. Since most of the issues facing New York are centred in Manhattan, there is not much to do besides oppose Tammany Hall in the budget room. However his actions mean that unless he really screws up he is almost guaranteed re-election.

Using some of the clout he had gained within his upper class circle of friends, Alfred manages to move the vast majority of his cadre of policemen to the Brooklyn Police Division. While he does this, he begins recruit promising idealistic men into his cadre. "Alfred's Avengers", what some dub this white knight group of anti-corruption crusaders, manage to bring back information on some lieutenants and even one of the precinct captains and their connections to illicit bribery. It is unknown how he will deal with it, but given his crimefighter reputation there are some solid guesses.

When dealing with his extended family, Alfred manages to convince Tim to divert some money and income to a youth focused charity in Brooklyn. He also starts a firm dedicated to the anti-Tammany cause and fighting corruption that attracts some idealistic lawyers. However even with all this, Donny still manages to find his way to the pub and gamble some of his own money away.


Five Points Gang

Salvatore Mauro continues training to be a boxer. Talking with Frank, he decides to make his big break. Using all of his clout, he manages to set up a heavyweight bought in the Punch Drunk Lounge against the legendary Kid McCoy. Having just lost a humiliating 5 round grinder by knock out, Kid was forced to take on the "The Mule" Mauro. The fight began with a short first round, as the fighters attempted to test the other's defenses an in general gauge their opponents. Mauro standing an opposing 5 inches over the much smaller McCoy had a much longer reach, however McCoy had experience and could dance away. The Second round was defined by a wild haymaker by Mauro into the side of McCoy in the last seconds of the round, which collided with full impact and left the veteran stunned at the bell. Attempting to prove his worth, McCoy responded with a flurry of blows to the chest that the Mule was unable to fully block. It seemed tight when the two contestants entered the 4th round. It seemed that the Mule had given up on finesse and began to wail on the much smaller man. Unable to take it, McCoy lashed back with a connected uppercut which forced the Mule back and allowed McCoy to breathe. When the bell rang it was anyone's guess as the Kid was obviously hurting and the Mule was dazed.

At last, when the fifth bell rang to start the round, many felt this would be the end. Both contestants were obviously exhausted and in pain. However, with the strength of youth on his side, Mauro began to again throwing wild punches at McCoy. Whether it was luck, panic, God or skill no one knows, but one of the haymakers caught McCoy in the upper right temple and send him straight down. Victory by knockout decided, the Mule had beaten McCoy and had entered the national senses as one of the foremost heavyweights in America.

Following this legendary battle, Mauro took some off to organise himself in the New York underworld. Continuing to create closer ties through his friend Trabini, Mauro manages to get himself known (in a non-boxing sense) by the Pieroginnis. When he approaches some of his 5 Point colleagues and tries to gauge their loyalty to Don Kelly, he finds himself faced with mirth. The 5 Points Gang, except maybe Mauro himself, were loyal to the Gang, even if they were not completely lucky the last few years. Now Mauro was faced with a choice that was known to only him, stay with 5 Points or move on to the Pieroginnis.

John Myborough, seeking to establish his squad as the most trained in the police force, buys another 4 shotguns and 4 sargents. Given that it is 1901, he trains himself, his 24 men and oddly Alfred Jones in how to be professional and discerning shots and how to properly disable a criminal with a billy club. The training goes well but leaves him no time to find snitches.

An urban legend appears in the dockyards of Manhattan of John visiting the Marginals, one of the smaller gangs in New York. When he had a chat with Thomas "Tanner" Smith, Myborough explained that he had until the end of the year to bring up 10% of his profits or face uncertain consequences. Tanner, unwisely, gave the Police Chief a firm no, failing to understand the violence of the appointed official. Myborough, then had one of his sargents blow a rather large hole in Tanner's chief lieutenant and asked again. Tanner, covered in blood, quickly acceded to this and promised him 10% from now on. Though some see it as lies or more examples of growing police brutality from the officers of New York, Myborough's bank account does in fact note a larger influx of money then previous.

There is a drive by outside of Myborough's apartment, however Myborough was not at home. Besides minor damage to the facade, nothing else results from this murder attempt.


Pieroginni Gang

Don Pieroginni tries to take a business trip to Chicago and Cleveland but is taken ill with the flu. He loses some money, some weight and some time.

Ambrosia V. Scillato recruits children, delinquents and troublemakers to act as the Pieroginni Gang's eyes and ears. Some take her money and run with it, but most stick to their word. While it is currently unknown why he is doing it, given the Don there is most likely a very specific reason to it.

Following this, Scillato recruits the wives and older children of various Family members and mafiosos to act as an illegal postal service for the Pieroginnis. This is fairly successful, as average criminals are less likely to attack women and children with the result being less loss of communications between the various parts of the Pieroginni Criminal Family.


The Levinsky Gang

Meyer Levinsky buys a small apartment building in the near Wall Street. Originally planning to own just the penthouse suite, he decides to "convince" the rest of the building residents to sell to him at a 10th the cost. While not the prettiest building, it is a small fortress for Meyer to have as an HQ.

Levinsky, after finding out what he can, begins the process of reorganising the gang along a dual loyalty and meritocracy action. Promoting his capos and offering incentives to skillful lower members, Levinsky finds himself much more comfortable with the loyalty of his gang. Some of his closest lieutenants suspect he is a little disappointed he didn't need to torture anyone though.


Other

Ludwig Hohlenberg, seeing the streets fall to crime, attempts to rally his fellow officers around him in an effort to create a more heartened core force of policemen. Unfortunately most, while like and admire Hohlenberg, see him as an outsider to the various organisations that exist in New York. It is recommended to him that he joins one such as the currently belaboured Grand Society of Lawmen or create his own.

An noticeable increase of guns are noted in the Chicago and Cleveland as well as in the Pieroginni and Meyer gangs, it is unknown how they got into the country or into the hands of these various places.

Another brutal and public murder is committed this year. Franki Zitti, a member of the Cherry Hill Gang was found dead in New York Square after being dumped there. Mouth stuffed with money and his eyes burned out, a note declares that all who betray or attack the Pieroginnis shall be treated as such. The failure of the police to prevent another public murder increases questions of their leadership.

Violence in Manhattan begins tapering off as a result of normal policework and the fall of the Yakey Yakes. Though still an extremely high rate of crimes are committed in New York City, it has fallen since the elections.

The New Crime Order
As a natural lover of sciences and a chemist, Aksel had the innate ability to experiment and comprehend chemical compounds that other people would most likely have a hard time dealing with. However, with his morals being less enduring than his knowledge, he decided to use his abilities in order to commit various crimes. Yet he had no ideas as to what crime to commit. He had heard of Longacre Square, where the carriage trade was centered, and he thought it would be a good testing ground for some bombs.
On the very same ground, the very same day, another genius was found there, although he was more interested in the fields of mathematics and economics. His name was Antonio Fernandez Carriedo, and was there in order to notice small details that could be used to make money out of the system. Peculiar as he was, Aksel approached the strange man and started discussing with him. After discussing almost an hour, the two men took a liking to each other, and after meeting many times, they became close friends. It did not come as suprise to the two men that both of them were interested in criminal activities, which they found soon enough after trying to enlist each other to form a gang.
After that, it was decided that it would be fitting for these two men to combine their highly superior natural brain powers, atleast according to them, in order to form and lead a gang called SECA( Sociedad Emancipada de Criminales Americanos).

The 1902 Manhattan Christmas Ball

The Manhattan borough of the New York Police Department, in the person of Chief John Myborough, invites the élite of New York to a majestic Christmas ball. The ball shall be held on December 24th 1902, as we believe that Christmas Day itself should be celebrated with family. Whereas that the City of New York hires employees to the discretion of the individual official.
Seeing the Graft that infiltrates Our City.
Concluding that such appointments leads solely to graft by said officials through patronage.

We Resolve to create a system to allow only meritocratic and empirical hiring to be offered to the Civil Service of New York City.

Whereas that the New York Police Department (hereafter NYPD) has no checks and balances with finances.

Arthur smiled. His son was a strong baby, not unlike him from what his mother told him. His wife smiles, and she continued to stroke James' small, cute baby hair. Arthur had already made plans to attend the ball, and had indeed found a fellow Irish immigrant to look after his son. Arthur bade his wife and son farewell, and went out to his job at the NYPD.
 
A street filled with the hustle and bustle of city life, the last few rays of sunlight filtering through the clouds as night begins its descent upon the citizens of New York City. An average scene, one I walked through daily on my rounds, up and down these streets, the very streets that grew dark and sinister when the Moon rose, the very streets that were bloodied by thugs. The Yakey Yakes were gone, but it merely left more room for the others - the Five Points and the rest of their kind. Still these streets required a wary eye, a sharp wit, and a guardian against the cruel.

I gripped the letter in my hands as my made my usual rounds, passing a two-bit consignment store framed with a ratty banner advertising its broken wares. Imposed was "The 1902 Manhattan Christmas Ball", an invitation and I was the invited. I was rank-and-file, a normal officer, an outsider to the normal crowd of such events. Maybe it was my work against James "Yakey Yake" Brady that caught the attention of the higher-up, but whatever it was, it worked and now I was about to be sitting beside top, the upper crust of New York.

It was an oddity, and I wasn't sure if I liked it, but I accepted.

Biography: Son of a colonial auxiliary soldier in Dakar, Father Pelletier was soon taken under the care of the Missionaries of Our Lady of Africa of Algeria; a French religious order dedicated to the evangelisation and education of the natives. Fr. Pelletier learned quickly, as a bright and perceptive student, and soon saw that a cassock would be the surest way to escape the confines placed upon him due to his race. Adaptive and skilled enough to feign the deep piety required of religious life, Fr. Pelletier entered major seminary in France at the age of 17 and received Holy Orders a decade later after the Holy See granted a special dispensation. After ordination Father Pelletier moved to America in order to exercise his newfound authority amongst congregations which -- Catholics, Italian and Irish both, being still considered untrustworthy and un-American -- would not mind that their pastor's skin matched his cassock.

Father Pelletier quickly established the Parish of St Dismas with the permission of the Cardinal-Archbishop and attracted a mixed, mostly-Italian congregation through his fiery sermons. However his innate lack of piety, or redeeming traits besides ambition, quickly became apparent through his 'apostolate work with the sinners" which in reality served as an excuse to frequent whorehouses and gambling dens. Within a short amount of time Father Pelletier became associated with the Pieroginni crime family, serving as a 'spiritual advisor' to the family and her made men while also, it was alleged but never proven, disposing of bodies in the Church crypt and funneling money through the collection plate. Dutifully serving Mass and a sermon every Sunday, Father nonetheless prefers to spend his time in a cushy 'rectory' which is visited at all hours by gangsters, fallen choir-girls, and other assorted characters.
 
The idea behind these bills is admirable; corruption litters our city and checks and balances are definitely required. However; who will be checking and balancing, so to say? It doesn't help if the people who do so are more corrupt than the officials themselves. A similar problem lies in the enforcement of the first bill - how can we make sure a promotion is meritocratic?

Now for something else. Because of the fine work by policemen like Officer Hohlenberg, the crime rate has dropped significantly over the last year, and I am very proud of the NYPD for having achieved this. However, crime is still definitely prevalent; a high-profile murder and an attempt on my life show this. Through preliminary investigation we have uncovered that the incidents might very well be linked to each other, and that the Pieroginnis (although still suspects) might not be the real perpetrators. Whoever did this is a criminal with balls. Had their attempt to kill me succeeded, they would have been hunted down as pariahs, and they damn well know this.

The preliminary investigation points to two or three possible suspects, and we will definitely investigate this further to pinpoint the instigator.
