The end of an era and the beginning of a new

Kronesians, we have faced a year of horror, a year that we shall never forget in our history. It is a sorry state that it has left us in and it will take time to recover but it will not be impossible. We applaud the actions of the local colonial officials in their success over multiple planets to keep the revolt contained and safe for all Imperial citizens and our hearts go out to every family that has lost a beloved member during this revolt. The loss of life will never be forgotten and nor should it, let it be a reminded not only of the risk of slavery but also of their willingness to fight for their freedom, as such it is something that we can respect and admire, not only their willingness but also their sacrifices such as we have also made for the betterment of Kronesia. As such the slaves do not wish to kill us, they do not wish more death and neither do we, they wish to be citizens besides us and at peace and that is a wish that we cannot reject. As such let us come to peace again, they are ready to fight and die for their freedom so let them do that, but not as enemies, we are one nation and let us act like one.

Emperor Tercian V and Urat Watis the Leader of the Free Kronesian army and leader of the slaves have come together outside of Liras, the city that was bombed, both of them to show their respect to the loss of life but also to honor it with a new peace. As such an agreement have been reached between the Empire and the rebels which both parties have agreed to and will be known as the Slavery Reform which will follow three acts which will be enforce in all of Kronesia.

The Stability Act​

I. A peace will be declared between the slaves in the Empire of Kronesia and the Empire of Kronesia.

II. A pardon will be issued by the Tercian V to all slaves and all acts of transgression will be pardoned and will not be prosecuted by law for their acts.

III. All rebels will hand over their weapons and equipment to the officials of the Emperor and Empire.

IV. All slaves will return home and live in peace and will not raise any further trouble or arms against the Emperor and the Empire


The Abolishment Act​

I. From this day forward the breeding slaves will be illegal within the Empire of Kronesia, any person born within the borders of Kronesia will be free and not owned by a single individual.

II. Every slave family will send one member of their household to the Kronesian military as a recruit ready to serve the Empire on active duty, the member of the family must be within the standard requirements for a standard recruit.

III. Each slave will server a term in the military consisting of five years, during their service both the slave recruit and his family will be granted limited citizenship. The limited citizenship will be upgraded to full citizenship after the five years of service or in case the soldier dies in service to the Empire of Kronesia.

IV. Each recruit will be paid for their time in the military and receive the same benefits as the other members of the military.

V. No slave owner may try to prevent their slaves from signing up in the armed forces or will constitute high treason against the Emperor.

VI. Any family that does not provide members for military service will still be considers slaves and not free men.


The first two acts revolves around the peace and stability of the nation. Let this bloodshed end and be done, the slaves have shown themselves willing to fight and die for their freedom and that is a worthy course but they do not wish a bloodbath more than us, they wish to become citizens and so we will give them the chance. Let it end, let us stand together as one nation and be at peace once again, let them prove themselves to the Empire, let them defend the Empire, serve our Emperor and protect the people.

As the final act in the agreement it is to make sure that our citizens do not lose their wealth and prosperity due to abolishment.

The Compensation Act​

I. Each slave owner will be compensated for the loss of their slaves at a rate of 20.000 Kroners per slave.

II. The slave owners will be allowed to decide if they want money as compensation or land as compensation for the loss of their slaves. The land which will be given to the slave owners will be on the new colonial worlds and will amount to the same in worth as the slaves. So if compensation for land in exchange for one slave will amount to lands worth 20.000 Kroners, two slaves will amount to 30.000 kroners worth of land and so on it continues.

III. To be worth these compensations a slave owner must be able to proof the ownership of the slaves with a certificate, bill of purchase or right of birth of the slaves.


Slavery has existed for ages but today we truly write history, let us walk out of this age as one people and one nation, let us embrace the future together.

We, of the Nation of the Holy Worm, after long negotiations with the emissaries of the Xin Li Empire, have come to propose this agreement to our former enemies.​


Treaty of Tobgenavia

1. This treaty will put an end to the war between the Xin Li Empire and the Neurax Hives/Nation of the Holy Worm. A non-aggression pact will be signed and will be valid for a duration of 6 years.
2. The Xin Li Empire will end all treaties made with the heathen Hroths and will not seek contact with them in the future.
3. The Xin Li colony of Tobgenavia will stay in the hands of the Xin Li Empire and all Neurax troops will retreat from it. In exchange the Xin Li will agree to keep the area completely demilitarized: no military fleet may stay in its orbit, and no military force, professional or not, will be allowed to be formed or moved on the colony.
4. All those who have entered in communion with the Worm in the Xin Li colony of Tobgenavia, during or before the invasion, will be transferred to the Neurax Hives. The Neurax Hives will agree to pay 500 billions of credits as a reasonable compensation to the Xin Li.
5. The Neurax Hives agree to indefinitely suspend all missionary activity in the Xin Li Empire as gesture of goodwill.
6. The Neurax Hives agree to not start colonial activity in the uninhabited systems of Pavobnema and in all system from Gapsa to Crerenirroia. The Xin Li Empire agree to not colonize any of the systems beyond Crerenirroia.

We hope that this treaty will be formally accepted by the Xin Li as soon as possible and that peace will be restored in the galaxy, as this is the will of the Holy Worm.

A LAST TRY FOR LASTING PEACE

After signing the treaty with the Hroth and the Diclonious Dominion, the Network at last found it self at peace. However, it was not all without cost. It had to abide to humilating terms, giving away 3/4 of it's lands and to pay fees in order to trade. Something had to be done, and quickly. And the solution was found. Now that the AI was actively against the Worm, even if it was because of the will of the Xin Li, it had the golden opportunity it needed to enter the Galactic Federation formed by the Serene Voogoonam Republic, the Ratugon Kingdom and the Cygni Republic. And as such, an envoy ship armed with the latest technologies was sent to the capital of the Voogoonam, in order to come in contact with the Federation.
As the envo arrived at the system of Voogoonam, wide - channel communications between the envoy and the Republic were opened and the conversation began like this:
" Greetings, people of the Voogoonam Republic. We have come from the system of Masabos, home to the Network and the synthetics, hoping against all the odds that we would be allowed formal entrance into the Galactic Federation ,if the nations that encompass it will so."
 
A Federation ship, bearing the marks of a VGN capital ship, responds. "The Federation welcomes its newest member to the Federation! A diplomatic envoy will be sent to conclude formal negotiations."

Fellow citizens,

This has been a prosperous and successful year for the Republic. The Sejong System has added many prosperous and successful Departments to our Republic, with our citizens experiencing great successes despite the harsh environment. My thanks go out to the brave pioneers who have helped make our mission to Sejong a reality. You are all heroes of the Republic...

...Our navy has become stronger than ever, thanks to cooperation with the IDU, and is a match on a technological basis for any in the Galaxy. We will not bow to any other foreign powers, and shall both protect our independence and spread liberty to all corners of the Galaxy. Tyrants shall fear our might, while the free worlds shall know that they shall be protected by us as long as the last citizen of the Republic draws breath...

...The condition of the Republic has always been that it has been surrounded by tyrannies. The falsely-named "People's Republic" of Karastan has been afflicted by civil war. The Euterian Empire will give the Adralian Oligarchy one last chance to preserve their culture and civilization before we inevitably destroy every last trace of it. If they choose to take up this offer they must evacuate their worlds and flee to some other part of the galaxy at all speed. If they reject this most kind offer then we will destroy your cities, level your worlds and kill every last one of you. This si the only time we have ever made an offer that will see another civilization survive a war with the Euterians. Consider it and choose wisely for their is no victory for you in strength.
 
Herakos Society

The Khanos​

The Leader of the Herakos Fleet is a figure known as the Khanos, a combination of an Elected Monarch and a Military Leader, the Khanos is recognised as the protector of the Herakos Race, and the chief authority in the entire fleet. While they are technically confined to several Laws of Custom, the Khanos has the ability to Rule by Decree and is not held accountable for their actions - within reason. This does not mean the Khanos is a dictator or an absolute monarch, however, as the Khanos's rule does not traditionally compel the average Herakos to action. The Khanos's powers are instead absolute over the Warriors and Tribal Elders who are sworn to the Khanos

The selection of a Khanos is steeped in tradition and custom. On the death of the previous Khanos, the Elders of each of the 8 Grand Tribes assemble to select a new Khanos. The Elders are expected to consult the ancestors in a series of rituals presided over by their Tribe's Shaman, and also must take into account the will of their own tribe's members in their selection. While in the past several Khanos's gained power by coercing the Tribal Council through military might, most of them ended in failure and were often deposed. The most sacred and unviolatable custom of this process is Mortos Perpetos - that no violence may occur between the death of the old Khanos and the appointment of the new one. This effectively prevents a War of Succession in the power struggle following the death of every Khanos. As well as this, the new Khanos must be presented before the Great Herakos Fleet as a whole - those that do not approve of the new Khanos may leave the Herakos fleet if they wish so, at the risk of being labelled "Outlanders", as if they were any other alien.

Despite effectively being an elective Monarchy, the role of Khanos is not limited to a few family lines. Attempts to pass off the title to the previous Khanos's child is often frowned upon, and the Khanos is often selected for their own merits - be it in war or for their leadership skills in peacetime. The current Khanos, Aikaterine, was an infamous raider with no real lineage, but was selected after she exposed the assassination of the last Khanos and discredited her opponents. It is not unheard of for the Tribal Council to have a Khanos deposed if enough Herakos leave the fleet - which often results in the return of the "Outlander" Herakos.

The Great Tribes and the Clans​

The Eight Great Tribes of the Herakos Race represent the eight ethnic groups of the Herakos that existed when they fled their homeworld. After centuries of intermingling and political unity, the Great Tribes are no longer ethnically distinct from one another, nor are there any real tensions between the Tribes. While they maintain a few different customs, it is more comparable to fans of different sports teams than being members of a different racial group. The Great Tribes are instead administrative and elective groups, which organise the vast Fleet into different groups to make it more manageable.

Each Tribe selects an Elder, the method of which varies from Tribe to Tribe, but in general it is a democratic vote with a slightly traditional flair. Each Tribe has a section of sworn warriors which contribute to the Khanos's Fleet, collects taxes for the Herakos Fleet and oversees the migration of it's members from one system to the next. While members of a tribe are expected to stay together, it is common for ships to drift in and out of their tribe, and return in times of need. All tribes are, by custom, expected to provide for their members that have fallen on hard times. The extent of this varies between the tribes, but in general the poor and starving are taken care for until they can travel to better space.

On a smaller scale, there are many of Clans - hundreds within each tribe - which make up Herakos society. These are more linked by family, and vary wildly in their personal customs with respect to their ancestors. Each clan has different traditions, and tend to specialise in different aspects of nomadic life. Some strip mine asteroids, some grow food, some swear to serve the Khanos as warriors. These Clans tend to have a Chief, whom is selected by whatever means the clan has decided, whom autonomously leads the clan in their nomadic lifestyle - within the boundaries of the Great Tribe. The Chief bears legal responsibility for the actions of their own clan, and is responsible for their clan's contribution to the Tribe's taxes. Moreover, clans often squabble amongst themselves, sometimes engaging in low-level-warfare to settle disputes - how much this is tolerated varies between each tribe, but extended periods of conflict not tolerated by any Tribe.
