does the bitter peace event trigger only when Germany invades the SU?

Not understanding the question here for sure. But this event is GER-SOV based with options for JAP being involved or not.

Looking at the files it looks like its only for Germany. But its not like any other country can realy do it?
"\mod-CORE2\db\events\gameplay\core_USSR.txt" thats the file where it is.
