How long after both crusades and jihads unlock are great holy wars supposed to be enabled? 20 years after jihads unlock, great holy wars are still inactive.

I took Rome and Tunis to unlock both and a few days after each were take, their respective crusades were unlocked. Is this a bug or meant to happen this way?
 
Where is the event in the files? I haven't been able to find it yet.
