Background: The year was 2034 everything has changed since the asteroid hit, the land, the people, and even the values of humanity. Some people have given up on their lives and live in fear but, there are some who fight for their lives so they can continue to go on living. Those people are called the blood ravens, they were formed by a man named Magneel Rennings. Who refers himself to be named Pantheon, his group of hardened warriors and scientists work day and night trying to find a way to bring order to this god forsaken world. before he became Pantheon was a man of the US military forces, a lieutenant he fought for his country and loved every day of it but, life likes to screw with a man's prospective and gives him the cold shoulder. So when the asteroid hit Magneel only tried to find a way to survive destruction rather than die within it, so when everything was over he ended up being with what is called the Savage lands today. He spent his days trying to survive until he came with the realization that is maddening trying to fight alone, it would make more sense to gather followers to help him survive in this world.

So he decided to gather people to join his group, it didn't take long though as there were many able men and women ready to join his side to survive. He would later call his group the Blood Ravens, Magneel then adopted the name Pantheon, during that time he also developed a code that will stay the code or arms of every Blood Raven forever and that was the Blood Code. It was a code that meant that they will strive for military advances in their fighting capabilities and economic advances that would help their group get bigger and more stable. They established themselves a settlement in Pulaski,Missouri where they try their best to survive in the savage lands. But they were ready for anything that would be thrown at them, they wouldn't die until their enemy is taken down with them.

With the decision of the incumbent President Daniel Evans to intervene in the uprising in the Port Atlantic, and the subsequent drain of manpower and resources it proved to be on the Republic’s assets, it was little surprise that President Evans saw a large swing of public support away from his party, the Reclamationists, and towards towards the primary opposition party of the Protectionists. Even the relatively small, fringe, party of the Evangelists, of the Post-Strike Christian movement the ‘The Evangelical Church of God’s Mercy’, experienced a swell in support, as supports fled from the Reclamationists cause.

Despite the victory of the expedition, and the installation of a friendly Democratic government within Port Atlantic, overseen by General Carlos Garcia and his troops, the intervention into Port Atlantic proved to be the death knell for the incumbent’s political career. Decried as being a waste of resources, in a far off land, President Evans found his rationalization that he was building friendly, democratic, powers in foreign lands did not sit well with the public. With elections called at the end of 2034, it was little surprise to political commentators that the President was pushed out of office in a landslide election.

Losing their small majority in Congress, the unicameral organ of state as the Senate had been declared unnecessary for the Republic of New Louisiana by its founder, President Daniel Evans was replaced by the Protectionist candidate, Harold Dixon. The now former President Daniel Evans graciously conceded defeat to the President-Elect, and the reins of power were handed over smoothly.

One of the President’s first acts, after his official inauguration as the 3rd President of the Republic of New Louisiana, was to repay the ‘war debt’ owed to the allies of the Republic in the intervention in Port Atlantic. Over 100 units of various resources were sent off to the allies of the Republic, save for any slaves. When queried on the matter, President Dixon declared;

“…Our forefathers abolished the vile institution of slavery long, long ago. While times are hard, and the world changed, we need not resort to such depraved measures. However, and it pains me to say this, but slavery is understandable in our allied nations. Having experienced difficulties unlike ours, they require the free labour provided by slaves that we do not. In time, I am sure, the ruins of our once great America shall again become the land of the free…”

With the change of political parties in the Republic, it is expected that New Louisiana will become much more inwardly focused than before, more intent on protecting and improving what it has, rather than taking advantage of foreign affairs.

Federation of the Nine Tribes
Also known as: The Horde or The Plains Men.

Origin: Wastelanders -- Location: Greenville, Yazoo River Basin


Nobody knows exactly what forced the Nine Tribes to migrate from the Great Plains into the American South: some says it was famine, others that they were fleeing from foreign invaders, others that a visionary leader saw a prophecy of prosperity in the East and started an ambitious migration.

We know that they, like many other peoples from the Plains, were originally looters that immediately after the disaster used the Chaos to pillage and rob, ruthlessly exploiting the situation to increase their own chances of survival; we also know that as the years passed these raiders became more organized, building full-fledged societies with families and children trained for constant war against the struggling settlers. They became known as the Tribes of the Great Plains.

The peoples of the East knew very little of these distant barbarians heard only through stories of lone travelers and shady merchants, this was true until the migration of the Nine Tribes, a Federation of Tribes that abandoned their place of origin for unknown reasons. Their march through Arkansas and their arrival in the South were bloody both for the Tribes themselves, who suffered severe losses in the travel and in the fighting, and for the natives, who were regularly attacked for resources first and almost completely driven out of their homes later. It was in this occasion that the Tribes showed to the Eastern peoples the mobile warfare of the Plains Men, experts at using vehicles and hit-and-run tactics to confound, encircle and destroy their enemies with ruthless efficiency, in this way the unprepared natives were defeated even if superior in numbers.

After a decisive victory against the local cannibal tribes and the successful crossing of the great Mississippi River the Tribes began to settle in the ruins of the town of Greenville, in what was known before the Strike as the Yazoo River Basin in the State of Mississippi. The Tribes created their own fortified meeting place in the abandoned city, now renamed to "The Green Citadel", and soon began to take control of the basin by spreading across the region subjugating the few cannibal survivors.

After the sudden death of their leader (who they called "Khan", a word whose meaning is now remembered only by few scholars and that was used as royal title by nomad peoples) the Tribes quickly elected a new, ambitious figurehead, to help them in recovering from the losses of the great migration and to lead them in the conquest of the unknown East in the name of glory and plunder.

The East will soon have to adapt to these new strangers and to their bellicose ways.

Fall of Port Atlantic

The fall of Port Atlantic has stirred the weaker peoples of the wastes to made the arduous journey to the fallen paradise to find greater opportunities under the democratic and strong new government controlled by General Carlos Garcia of New Louisiana. The influx of new people has replaced only a few hundred of the dead but already the supply of food has come under strain. If the food crisis is not resolved by next turn there will be an uprising. This as Allied President Garcia must deal with the emergence of labor gangs who wish to establish a settlement outside of the influence of New Louisiana.

New Louisiana can placate the dissenters by cutting official diplomatic ties and removing Garcia as the leader or provide food to end the unrest either by building new farms or simply shipping the food to the city.

Cannibal Raids Increase At Cape Canaveral

The Cape's pillaging of nearby wasteland villages is experiencing blowback as a representative of the Five Tooth settlement managed to report the excursions to the theocratic cannibals of the Autumn Circle. Having been unable to send their annual sacrifices due to the death of half their number in Five Tooth the Circle is furious at the blatant disrespect shown by the Cape. They have therefore increased their number of raids and the distance reaching the Cape and besieging them.

The Cape must decide to offer fifty human sacrifices as a peace offering or face a major assault on their settlement. Autumn Circle have mustered an army of 300 cannibal militiamen who are lean and hungry outside of the Cape.

Cattle/Horses Spotted In The North

Herds of cattle and horses have been reported migrating southward into the Black Plains to feed on the abundant plant life there. Once an isolated and unimportant region, the hardened peoples of that region have taken to agricultural and cattle raiding. In a few turns large quantities of food shall be exported from this region.

Mini:Sign a trade agreement with the people of the Black Plain offer 200 resources for what they have to offer.

Settlement: Build a metal works for the construction of basic tools as well as more complex industrial goods.

Special:Explorers will go out again to search for a radio station.

Military:The military will perform training exercises and will begin patrols along the trade routes with nearby settlements.

Record of the Early Post-Strike Era

Passage One - Hubbert Fields, Centre of Culture and Gasoline and the Fall of Port Atlantic

Allan Kahn was one of the earliest historians to capture the psychological and greater political significance of the events that were happening around him in the first century After Strike. Writing in the year 21 he explains the conditions of the gasoline centre of the wastelands, Hubbert Fields, "This place is not so much a society as oil plantations where slaves work for twelve to fifteen hours a day with limited food. They seem though to be used to this and often live into their thirties. Their masters are known simply as the "Barrns" and are group of five men who control the largest shares of the oil fields. They command the well trained and equipped soldiers who are well fed and provide private homes in the outer perimeter of the community. The barons of these gas territories are surprisingly literate although they are throughly wastelanders and I question whether or not old appetites are still around in these men. Nonetheless they are calculating and ruthless individuals who have managed to protect gasoline shipments and their own buildings from attack and destruction. In their daily lives the barons enjoy boating and often meet one another in the inland lakes of the Land of Ruins. Motor boats and barges stream across these lakes providing trade and communication at a more rapid pace than in the countryside. Diets for the slaves consists of insect stew, fresh vegetables, and clean water which is provided three times a day. Barons on the otherhand eat veraciously from huge piles of fresh fruits and vegetables, some form of sinewy dog is also common which is spiced with "before time" powders. Soldiers are fed more meet than the barons and more vegetables. They can eat as much as they desire but must make certain physical standards. Their homes are rudimentary but higher ranking troops have their own home with two acres of land in the nearby countryside. Here they sit alongside Lake Barbus, a small enclosed lake with crystal blue water next to the baron mansions where thinkers and the wealthy alike are invited and the soldiers are invited to festivals on the lake regularly."

Kahn was an educated and philosophically inclined human being raised in the shelter city of One Nineteen. His perspective was more tolerant of what the institutional academia of the city often called the "the dust of humanity", unlike other established thinkers he thought it necessary and of the utmost importance to integrate surface peoples into the vision of their Overseer Brannic. "The people of the wastes vary in sanity and organization but many communities have emerged from the shelters and have managed to carve out significant quantities of territory and built a functioning infrastructure enabling the mass collection of resources by the common people. In most places the rights of these people are non-existent but as productive and capable human beings are of such scarcity in these times many enjoy benevolent treatment. This is not always the case and I have seen cannibalism, rape, mass murder, pillaging, and other depravities in my time traveling this forsaken world. But with darkness there is always some light to define each. There is a functioning democracy in the lands far west from here and they have survived for quite a number of years. They possess few constitutional laws, everything is done with a majority vote and one can be at almost any time, recently their President who successfully ended the uprisings in Port Atlantic was replaced by their third president. They have become more isolationist since their conquest of Port Atlantic.

He continues on to explain the diplomatic situation of the Land of Ruins. "This region has vast tracts of rich farmable land broken up by inland lakes. There is greater stability here than in the other regions which I have yet to visit. Places like Hubbert Fields compared to our old ideas of a civilized society may seem crude and ugly but because of their protection of the trade routes they have become a stabilizing force for hundreds of miles. Many Barons are hard bitten men many of whom were once slaves or destitute before gathering together an army and staking out their claim on the desolated surface. They have developed a concept of inherent superiority to slaves, they often write letters to friends and one another expressing complicated emotions about the future, about the nature of the universe, and how to live life. One baron asked for me to rewrite his thoughts in better English allowing me to examine changes in language and cultural ideas. His letter read:

Barterman traded me a fix book, gotta make these slaves worth their scrap
Du yu have some mechanics that I can borro for fifty sunrises?


His ally Gary, Master of Lake Shore from what i'm told is from the shelters but left only a short time after the Strike. He is known for his generosity and bartering skills.

Gasoline is high priced and most find it a waste of time to used motorized vehicles but as the highways and roads continue to be repaired and built the necessity and advantage of motorized travel is growing abundantly apparent for groups and leaders who have the scrap or talent to obtain them. Still gasoline is expensive and the barons are the richest men in the known wastes, they also have thirty motorized vehicles ready for combat and effectively control the traffic travels the routes between Hubbert Fields and the other settlements.

Port Atlantic as I expected has collapsed but surprisingly this New Louisiana from the west arrived with great numbers crushing the armies of the oligarchs. Now they are considered an Allied State of New Louisiana ruled by some general type. Its the only event of a people's uprising I heard of from the wasteland since i've been out here. Some barterer passing through said that their workers were being replaced by slaves and that many people were being sold off if they didn't agree to work for free. He says that its no paradise, that people starve to death everyday there, the place is a ruin waiting to happen. On the otherside is the Republic of New Louisiana who managed to assemble a coalition of armies and march across the wastes to the Atlantic Ocean and simply take over a rather feared albeit collapsing community. It has yet to reach me what will become of the Atlanticans in the coming years. Many though are migrating to the safety of Port Atlantic though as the New Louisianan army still has 200 soldiers stationed there with an additional 200 locals as part of the city militia."

The newly elected Devikh Khan immediately began his plan to strengthen the Tribes' presence in the region trough military show of force and intimidation.


Settlement Orders: Search the area around the Citadel for any edible creature. If the local fauna is sufficient then those who are not wounded or raiding should start hunting and fishing. Our armourers should also began to build new weapons and vehicles for our men.

Defense Orders: Raid our Neighbors! Attack every small village or tribe that live within the Basin or near it. Take resources, slaves and information about the nearby peoples.

Diplomatic orders: Demand Tribute from our Neighbors! The Khan will offer his protection to all those willing to pay and ensure that they shall suffer no raid from us or anyone. Continue to raid all those who refuse.

Special orders: During the migration we practically lost all of our horses, we need those animals for our expansion! Send a small number of explorers into the Black Plains to bring as many horses as possible to us. If necessary steal them from the local farmers.

Such is the will of the Khan!

With the increased public demand for our focus to be internal, indeed a platform I campaigned on, I am hereby ordering all 3 companies under your command to return to Gatton, leaving the security of Port Atlantic in the hands of the local militiamen.

However, before you execute such an order, I find it would be prudent to oversee a fair and democratic election take place in Port Atlantic, giving the Atlanticans a functional government. Needless to say, it would be your solemn duty to this Republic that the party and individual that is elected to leadership is one friendly to our state, something that hopefully should not require any involvement in your part.

The Spread Of Democracy in the First Century

In the far western reaches of the savage lands the Republic of New Louisiana as the only true democratic power in the Panhandle. In the year 20 they managed to project their power from a position of relative stability against an enemy on the otherside of the wastelands. The Port Atlantic Intervention of 20 saw for the first time the complicated affair that diplomacy and domestic affairs were in these times and was becoming a category of study within the more advanced remnants of civilization. Its conception and execution were fraught with difficulties but their army managed to topple a dying but still relevant group of leaders in the heartland of the strong civilized societies.

Initially the plan was conceived by the President Daniel Evans, elected only a short time before his executive action supported by a coalition of representatives. Although it had wide sweeping political support in the government, the common people were less enthusiastic as it meant the death of loved ones and healthy labor. It also meant that resources would be expended which was of critical demand before the agricultural revolution had taken off in ernest. Despite the protests of the laborers the president got what he wanted and sent his General Carlos Garcia to command an army of four hundred militiamen from six different settlements.

Surrounding New Louisiana were six moderately powerful communities with close cultural links to one another. Having all abandoned the same shelter they had settled in the region in year 12. Adon, Grassy Patch, Lucas Fortress, Tower of Pogg, Oak Town, and River City are divided politically over the bitter abandonment of their shelter, each settlement was founded by one of the six overseers who took their followers into the wasteland. Most division comes from propaganda that one settle or the other eat human flesh when their food stores dwindle low or that a band of youths stole a bundle of vegetables in the middle of the night. They have been known to band together during times of crisis and are educated and civilized. (New settlements to be added)

However for an offer of food and supplies these settlements joined the Republican army toward the east facing raiders and cannibal gangs who caused some damage but were too small and disorganized the fight the veteran wasteland militias that made up the whole of army. For the three months the militias bonded and survived together off tributes and scavenging until they reached the devestated city of Port Atlantic, its great scrap walls ineffective as the gate and towers were unmanned. The rebels there made up a violent and savage uprising against the ruling oligarchs who threatened to tae away rations if they did not agree to become slaves. It was the perfect opportunity for an emerging democracy to exploit in order to promote the New Louisianan brand of democracy.

The oligarchs were found hiding in their mansions surrounded by looting slaves protected only by their desperate guards who faced death either way they turned. Their bodies were paraded through the streets and trampled, the liberators of New Louisiana received songs of praise and the ugg of the rebels. The occupation proved to be benevolent but tough, anybody found rioting after a 24 hour amnesty were executed after brief trials. Port Atlantic went quiet and in the calm they found themselves in ruins, half the harbor had been ravaged by the coastal fire. The death of hundreds though eased the starvation of those who had survived. The number of hungry were reduced drastically and so healthy laborers set off to rebuild their harbor and walls.

General Garcia instituted democratic reforms several months after the beginning of the occupation after food riots and anger toward the New Louisianan's policy decision effectively making Port Atlantic an allied state bound by agreement to a much stronger force. The city though easily got what it wanted, Garcia was ordered to establish a democratic government and leave Port Atlantic quickly.

During the elections the people of Port Atlantic, mostly uneducated and barely civilized still felt that they should govern themselves and so they welcomed the elections which provided a lot of support for the Union Party who sought friendly relations to New Louisiana and equal rations for all people living within the walls. Their opposition who fiercely opposed the Union Party were the Port Man Party who wanted an election once Port Atlantic left and who feared the control of the harbor by the Union Party and in turn New Louisiana.

Election day saw some rioting but New Louisianan soldiers quickly apprehended and held them until after results were in. The Union Party won the election handedly and have agreed to be an Allied State of New Louisiana (New Louisiana only controls Port Atlantic's foreign policy). Democracy arrived in the Land of Ruins from the so called Savage Lands and of its destiny I shall examine in the next chapter.
