in supreme ruler 2020 we can change the option in global rules of engagment and we can incur in neutral countries (but we can't atack a neutral unit if we are not in war with it) in cold war we can atack a neutral unit but we can not infiltrate with land units (we can do it with flight units) anyone knows haw to change that?. sometimes is really necesary infiltrate behind "enemy"(neutral) lines without declare war.
