There are a couple ways to fire TM. The "normal" one is for GER to be at war with ENG, SOV and USA while each of them holds their capital. Alternately ENG and FRA with any of SOV/ITA/USA also fires it. If that doesn't happen then being at war with 2 of ENG/SOV/USA and being below 5 MP will fire the event with a random 5%. So this one takes a bit to fire. Finally losing 5-10% GER Provinces/IC/VP will fire it. Should it have fired based on these conditions?
