Are Ironman saves supposed to be compressed regardless of save settings?

My Ironman saves are only about 7MB over 200 years into my games, which seems to indicate they are being compressed.

This is in spite of my settings opting out of save compression. Is this just how the encryption for Ironman saves works? Or is it a bug? (or is 7mb perhaps completely normal for uncompressed saves 200 years in)
