As explicitly stated in the patch notes save games from before 2.1.1 will not work in 2.1.1 or later. This is due to the huge map changes between the two versions.
To finish those games you can temporarily back-rev to 2.0.4 in Steam. Right-click on CK2 in your Steam library, Properties, Beta tab. In the drop box choose 2.0.4 and OK that - no beta key is needed.
Although the version numbers changed, the instructions are correct! We will always keep at least one earlier version in the beta menu to give people a chance to finish of saves already started! (in case a patch breaks save files, or game mechanics changed too much for your liking)
