How do you actually siege

Yes, that's right. I don't know how to siege. I started this game today, finished the tutorial and went to the campgain. I choose Russia, which starts at war with Persia. But when i move my men into their territory there is no siege. I loose men, but there is no picture of the siege event or what you call it.

You can siege province with city or fort, to get control of all nearby empty provinces.

To check if it has a city i just click it and read the information on the left, right? If i siege location A who is near location B who has no city, will that count as sieged?

Yes.
But city, and fort locations you can see in map. If there isn't any structure -> there is no siege. I try will post some screenshots tomorrow.
