DLC not working

I just purchased CiM with a bunch of DLC. The DLC seem to have successfully activated in Steam, but my game does not seem to register all of them. For example, I don't see some of the DLC cities I purchased such as London as playable maps in sandbox mode.

Here is my log_metro file if this is helpful,

Opened log in "userdata/log_metro.txt".
Version: 1.0.22

[done]
Loaded language "en_US"
Engine initialization finished

[done]
Loading addon "addons/mappack01"...
[done]

Steam initialized
Closed log in "userdata/log_metro.txt".
 
Right click CiM in the Steam library and select View Downloadable content. Do you see all of your DLC?
In the same screen, choose the Local files tab, and click on "verify integrity of game files".
If this doesn't work, completley delete cim from your computer and re-install the game:
*Right click on cim in the steam library and select "delete local content"
*Make sure these folders no longer exist:
C:\Users\%username%\Documents\Cities In Motion
C:\Program Files\Steam\SteamApps\common\Cities In Motion
*Re-install the game.
