For registration, if your game is a Steam version (which I think is the only version out right now as far as I know) then have you tried the key that Steam gave you NOT the key the website you bought the game from provided? The one you got from the website you bought the game is a Steam key.
 
Yes, what exactly is the problem registering the game here. And yes Steam is the only version. Since you don't have access to the tech support subforum ill leave your thread here for now. Have you tried to verify the files on Steam or and uninstall and reinstall?
 
Also try this:

Missing Executable
If you get this error it is possible your Steam client needs an update.

Try the following:
- Verify game cache
- Restart Steam
- Completely uninstall and reinstall the game

How to properly uninstall completely:
- Right click the game and "Remove local content"
- Remove any files/folders left in your User or Steam library.
- Restart Steam
