Hashashin in 867?

Ok I've played a few games in 867, even some where they Shia rise up in Arabia and completely crush the Sunni nearly destroying them however I have never seen the Hashashin spawn once. They spawn very quickly in the 1066 but never seem to spawn in 867

Is this normal? and if so why is it normal?

It can't happen before 1089, and if there is another holding built in its position in Dailam. Often something else gets built instead during the first 200 years, but this is much less likely to happen in 20 years.
