((We could always try something similar to Weimar Germany where a president is elected seperately (probably chosen by all members of the AAR) and would have specific constitutional powers, while the Chancellor would still be the representative of the largest party and retain most of the powers he has already. Ideally it would work much better than it did in real life. Watch out for those fascists. :p))
((Or communists ...))

((We do not formally have a head of state. There's only one Stadtholder per in-game province, but there's no formal rule for Assemblymen other than that the total is 500.))

Foreign ministry plan passes, 414 votes in favor to 86 against. With all plans now being completed, I'll try to play tonight or tomorrow and update.

URGENT NEWS BULLETIN

4 April 1860 -- The Donbass region has sent representatives to Germany to seek their support in declaring independence from Poland. These representatives, who call themselves the "Republic of Tver," would immediately become an economic power, controlling a number of wealthy provinces.

Poland's allies are, for the most part, insignificant, apart from the British Empire. Their Army and Navy are vastly inferior to Germany's own.

Foreign Minister von Hohenstaufen is said to be assembling a crisis team to deal with the situation.

So, LatinKaiser, you choose four other people to form a crisis team, who will determine Germany's policy. Your immediate task is to determine whether or not to back Tver and, if not, whether to declare interest or stay out of the crisis. Once you've decided, I'll sim the game long enough to see who is eligible to join the crisis and who is not.

The crisis team that I have established consists of these men, in addition to myself:

Maximillian von Vandenburg (I)
Josef Hermann de Spinoza (NS)
Hals Gutfreund (NS)
Konrad von Schwaben (UAI)

I recommend we support Tver. If we do not, and a crisis should nevertheless ensue, I don't see how we avoid declaring an interest.

Hals Gutfreund

We, the crisis team, have decided to support Tver in this current crisis. We will continue working out a strategy for any potential situations that arise.

~ Friedrich von Hohenstaufen, Foreign Minister

I say this a great move, as long as it doesn't become a war

Brunelli proposes a bill

REICHSTAG REPRESENTATIVE RATIONALIZATION ACT

I. Each province of the German Republic will be represented by two members of the Reichstag
II. One representative will join the Assembly and the other will join the Conclave
III. There will be a separate election for the Assembly seat and a separate election for the Conclave seat
IV. Parties must nominate a different individual for the province's Assembly and Conclave seats
V. If different individuals from the same party win both the Assembly and Conclave elections, they will both be permitted to sit in the Reichstag

Brunelli proposes a bill

((Dont think we may enach a new reform yet.))

((DutchGuy is right; we're in mid-update, technically. Please propose it again after I post the new update.

You also need to consider how we're going to adjust the numbers if you really insist on their being only one Assemblyman per province; I'm quite sure we have fewer than 500 Assemblymen.))

I support Tver's independence but I do not believe we should send men to die for the cause.

No matter, Herr Brunelli, by the time the crisis develops, our Foreign Minister may yet have secured a promise of military assistance from Bulgaria. With that and a few pfennigs, one might purchase a glass of beer.
