I have the vanilla where you can not.
So the question is regarding first and second expansions..

I never really started to play a game where you cannot travel from say Vienna to Paris and see what kind of factories they set up abroad, yet you know exactly how much money they make and how many brigades they have :( So I wonder if I could go on with the game now.
 
You can see the number of military techs (like 11/30) but not which one their are.

Same goes for naval techs I think.

Concerning industrial techs, I don't think you can.
