I'm still fairly new to the game, so I might not understand the implications of this.

However, I think that looting could well be implemented on land only with bordering realms for non-Pagans. So not with ships, as that's clearly a Viking thing in this time.

The way the Muslims raided Italy and Anatolia, and the Christians into Andalusia historically shows this actually did happen.

Thoughts?
 
I think raiding is necessary to keep the Pagans interesting and makes them a lot easier to run. Taking away this uniqueness from them will not end up good for them. :)
 
Add restriction for non-pagans to do it only while they're in war, and I'm onboard. It would also be nice if pagans could raid each other, so they could taste their own medicine.
 
If you did introduce it, id say make it rely on traits, like cruel and greedy so that you dont get the entire christian/muslim world destroying each other.
On that point, from my experience looting can really mess with balance, by destroying holdings/armies and messing with religions MA, so i think you would have to carefully balance it. For example, Orthodox, which in most of my games has massive heretic problems, would experience even more if it was frequently raided by neighbor muslims.

Every time you have a successful siege of a holding you will loot that holding, regardless off what religion you have.
Raiding only exists for Pagans.
 
Although a CB that only is about messing with your neighbors in e.g. the Holy Roman Empire, without actually not taking any regions, just money to the victor, would be nice. Makes things more interesting in a big empire on vassal level.

Perhaps a watered down raiding then where you can only get money and not destroy buildings etc?
