How to create minors?

Playing as Great Britain I have just forced France to hand over all her North German provinces. Now I want to create Hanover, but I can't figure out how it is done. Is it only possible, as I'm beginning to suspect, to create minors through peace treaties?

there is no way to release one unless its through a peace treaty at the moment to my knowledge.
