Yes. In vanilla, the only women available for council jobs are your character's spouse and mother, and the only job they can be appointed to is Spymaster. Additionally, certain pagans can have female Court Chaplains, whatever their actual titles are, and they can be any women in your court/vassal pool.

So, as in your case your heir's princess wife is not your mother or spouse, you will have to wait until your death. The next guy, your son and heir can appoint this princess, his wife, as the spymaster.



Note that appointing your spouse as a councillor removes the spouse part in calculation for state stat, in this case the state intrigue. Normally the state intrigue is your intrigue+half of the spouse's intrigue+spymaster's intrigue. So, having the spouse act as Spymaster, he/she should have more than twice personal Intrigue than the next best councillor option. For example, you have a Spymaster spouse with 22 intrigue to add to your personal intrigue of 10. The total is 32. Your next best councillor option is a guy with 15 Intrigue. If you appoint this guy as the Spymaster, your State Intrigue would be 10 (your Intrigue) + 15 (the spymaster's intrigue) + 11 (half of the spouse's intrigue) = 36. In that case, it's beneficial to have the 15 intrigue guy as your Spymaster to enjoy the spouse bonus as well. But, if the next best available has intrigue of 10 and you appoint him, your state intrigue is 10 (personal) + 10 (spymaster's personal) + 11 (half of your spouse's personal) = 31.

So, in my case, in order to maximize the state intrigue the limit is 12 for appointing the non-spouse/mother person as the spymaster, because in that case it's 10+12+11=33. If the next best guy has 11 intrigue it's equal good to appoint him or your spouse of 22 intrigue as the spymaster. The same formula applies to all council positions if your character is female, because the male spouses can be appointed to any council jobs.




This calculation does not of course take into account any other factors than the state intrigue, which is naturally the key. Having a spymaster that hates you is more dangerous than having a little bit poorer but very faithful spymaster. Choose carefully. If your spouse loves you, you can appoint him/her quite freely, but it can be risky if you are unfaithful or otherwise upset your spouse like having his/her siblings/parents killed and getting caught up. The mothers are always good in this aspect, they will always love because, well, they are your mother. But again, they will be quite upset if you kill her other children, your siblings...
