Find an event that raises it and fire it repetitively.
For example the suffragettes movements involve a lot of consciousness (like event 17000, event 17010, event 17020, event 17030...)

Worked, although my country is now very pro-liberal and +50% of the seats in my government are liberal... It was worth it though seeing that now I am the Austria-Hungary Empire =D

It's not surprising that your politics changed so liberal. You probably still have an Appointed UH and the liberals will appeal to growing Capi pops.

The reason it became very pro-liberal was because the cheat I used also had something in it that made my liberal support go up.
