Even after changing from gavelkind my nominated heir isnt inheriting

So I have finally reformed the Norse and conquered Svoljod and changed from Gavelkind to Elective.

When my King died I was happy in the knowledge that the nominated heir (His eldest son) would get it all.

Except he didnt. The kingdom if Denmark was his but the Kingdom of Svoljod went to his brother.

Anyone able to tell me what I have missed? Or is this a bug?
