I played through as Germany in 108 SUBR and saved the Soviets until 1948. When I captured the reactor it ended up in my production queue, after I had already built the maximum number allowed. By reactor 5 or so I was getting a nuke a day with only one tick forward from zero funding. The date for receiving them falls behind the actual date, but only one a day. Still, one a day is way too many. Will post screens if needed.
Also, it is WAD for rebels to enjoy the fortification advantages as defenders when the province is actively controlled by an army that should, in theory, be manning those same defences?
