Chapter 1 - Death of Kerensky

After the victory of the white forces in the civil war, Russia began a period of rebirth and heeling. Country desperately needed modernization and a new political system. It needed peace and stability. It needed security...However, president Aleksandar Kerensky didn't manage to provide any of those things to the people of Russia, or what remained of it. Government couldn't exercise it's power beyond the streets of Moscow and Petrograd, and in reality, Russian Republic was deeply divided into a warlord-like system, where local leader exercised their power without opposition. Kerensky proved incompetent, and many sought to replace him. However, as bad as he was in leading Russia, he was extremely good at keeping his presidential position. A stern republican, he expelled Romanovs from Petrograd and Russia, and took all of their prewar property. He managed to form and sustain a government of Kadets and Social Revolutionaries, keeping royalists and communists quiet. However, in 1935, several movements in Russia organized with the same goal - to overthrown Kerensky, and lead Russia into the new era.

One of those movements appeared in upper house of the Russian parliament, held mainly by Russian aristocracy, to strong to be removed by Kerensky. A new political front was formed in 1934, behind Dmitri Pavlovich Romanov - a member of the royal family, and very successful politician. Dmitri Romanov succeeded in gathering of all upper house representatives into one political option, that was to be Kerenskys opposition. New elections in Russia were to be held in mid 1936. However, on January 4th 1936, Russian president Aleksandar Kerensky was assassinated in front of the state Duma by a lone gunman. Kerensky died minutes after the assault, and the death of Russian president shook the world. One that was not surprised was Dmitri Pavlovich Romanov, who saw the opportunity, and already made plans for his next move...

I know he's long dead, but I'm praying for a reappearance of G.E. Lvov. I love that man to death.
 
But few democratic Russias so far and you also can never have enough Russia AARs.
I'm a little bit surprised that Dmitri took over, but as far as I know he can reform Russia in a democratic way, right?

Chapter 2 - Formation of the new government​

The day after the assassination of Kerensky, a parliamentary voting was held, to determinate who will replace Kerensky as a president and prime minister until the general elections in august. Although significantly outnumbered during Kerenskys reign, Conservatives succeeded, together with upper house aristocrats, in placing their own candidate, Dmitri Pavlovich Romanov, as the state president. Dmitri Romanovs first act was appointing a prime minister, a leader of clerical part of Conservatives, Patriarch Mikhail Polskii. On January the 7th, on Orthodox Christmas, Polskii was officially inaugurated.

A new order was about to rise in Russia. Dmitri Romanov held his first session with the prime minister and the rest of government on January 8th. A new program was adopted, and it was decided that a new constitution was to made, and declared on spring 1937. A reform program was also adopted, where future of Russian economy was carefully planed. All sections of Russian state and society were to be reformed, giving Russia a new life, and significant economic recovery. However, although Dmitri Romanov held strings tightly, revolutionary movements of extreme left and right were still active throughout the country, especially on the countryside. That made Romanov to issue a secret declaration, which was forwarded to the ministry of intelligence, of reintroducing an old secret police agency - Okhrana. The prime goal of this organization was erasing any revolutionary elements in Russian society and politics, but also hunting and eliminating foreign spies.

The reintroduction of Okhrana succeeded in calming and eliminating any revolutionary elements, and Russian society and economy started to recover. However, only forty days after Dmitri Romanov assumed power, a stock market crash happened in Berlin (famous Black Monday) sending German economy into recession. By the end of February, shockwaves of the crash reached Russia, where mass number of foreign factories were rapidly closing, followed by Russian companies as well. In 10 days from February the 29th till 9th of March, over 400.000 people lost their job in Russia, and by the end of March, unemployment rate reached 20%. The new Conservative government was at its onset challenged with the greatest economic collapse the world has ever seen...

Arh come on, let the guy play the game the way he wants to. Democratic Russian KR after action reports are a scarce, so I look forward to seeing how the present republic of the aristocrats handle the great crisis of the German Empire. Looking forward to more updates.
 
Chapter III - New Reforms​

New Russian government faced many challenges ahead, but it couldn't face any of them until it extends its power into the Russian realms beyond Moscow and Petrograd. There were several propositions for this, but ultimately, Dmitri Romanovs plan was adopted. On April the 7th, state Duma adopted a 7 point legislation that would re-institute Zemstva, an old Tsarist Russian system. However, the Zemstva system was majorly modernized, and represented a new territorial and financial administration of Russia. Trough this system, government was once again in power in whole of Russia, appointing local leaders and bureaucracy. The law decentralized Russian system, and enabled full state control over whole of its territory and finance.

After the Zemstva law was adopted, another crisis shook the new government. The prime minister Polskii demanded from Dmitri Romanov to enforce a Church law, that would give Synod a veto power, and benefits for Church from taxation. Dmitri Romanov stood against most of Polskiis demands, and offered that Orthodox Christianity be accepted as state religion, and that Church will get 1.5% of yearly budget. Although not satisfied, Polskii was forced to accept, since refusing would mean loosing position of prime minister, and possibly schism between Russian Chruch and Russian state.

Russian government proceeded with series of economic reforms throughout the summer, and in august first consequences were visible. The same month a naval exercise was held in the region of Baltic see to make an insight of the state of the Russian navy. The results were devastating. Russian navy was a complete mess, and reforms were more than needed. Government adopted the Plan-S, made by Admiral Ivan Bosrem, that would concentrate Russian navy mostly on Submarines.

On October the 26th, an official proclamation from Russian government stated that the Russian capital will be, form the 1st of November, Moscow instead of Petrograd. Government made that decision form variety of reasons - Moscow was larger and easier to protect, and it was also center of Russian Orthodox Church.

A 13th government session was to be held on November the 14th, when Dmitri Romanov will present a full plan for restoration of Russian economy. Dmitri Romanov states that he made a 5 year plan, that would make Russian economy head to head with German. All of government and Church representatives were to be there, and there were even rumors of coming of Cyril Romanov, the official heir to the Russian throne...
