Greetings, Comrades. This is our foreign standing as of 1 January 1936.

There are currently three major alliances, our own Communist International, which is currently attended by three actual nations. Ourselves, the glorious Soviet Union, the People's Republic of Mongolia, and Tannu Tuva (whom are our loyal comrades. (OOC: puppets))

In terms of new potential members of the Communist International, the closest is currently the Chinese Soviet Republic under Mao Tse-tung, which is almost aligned with our policies, however, Mao himself is far too isolationist to care, as his nation is at peace and not interested in any alliances. ((PRC's name/icon is pretty much right next to the Soviet one, but Mao's neutrality is 99%, and there is no major threat, so I can't invite him to the Comintern.)) The next closest is Sinkiang, a Chinese warlord, which is moving towards us at a modern rate ((1.95 drift toward Comintern)). The other close states are The Republic of Chile, which is drifting toward the Imperialists, Republican Spain, which is doing likewise, and Cuba, which is doing likewise.

With these, I recommend attempting to pull Republican Spain onto our side -- One of our goals in terms of the international revolution /is/ to court Spain to the communist way. Keep that in mind comrades.

We currently have about 40 professionally trained foreign service professionals to send out diplomatic missions. (40 influence)

However, the majority of the world has little to no opinion on our great nation, that has only existed for neigh 20 years. However, excluding our already-allies of Mongolia and Tuva, The Kuomintang are the most inclined to our friendship (+100 relations. Everyone else that's in the Allies/Axis/neutral has 0.)

My primary recommendation at the current time is to attempt to influence Spain, which has been experiencing potential fascist influences via Germany in the last few months, as their national elections near in a few months time. That and Spain can be a key military piece in Western Europe provided we get them into our fence as soon as possible. Spain's political party is also left-leaning ((OOC: the game calls them "Socialisto" even though they're SC ministers.)) Not only that, the Spanish could provide the important resource of tungsten.

I will take any questions on the current State of Foreign Affairs, if necessary.

((OOC: There's not much in terms of foreign relations going on at the moment, but I guess I'll suggest influencing Spain, since they're close to our sphere.))

Diplomacy: .50 LS (We have a significant number of diplomatic points to start with)
Officer Recruitment: 0.0 LS (We have a good ratio of officers at present, unless we immediately begin a massive expansion of the Red Army it should be adequate for the next 6 months to 1 year.)

This proposal is reasonable and it has already received some support so I am not inclined to any changes.

Regarding the specific allocation of the research projects, I would like to point out to you, and to the members and candidates members for the Politburo my initial draft > > here < <

Please note that this is a very general draft for the research plan for the next two years. My final proposal will be for one year, but I would like to set some general directions. Also, for the final proposal I will optimise the use of each research slot. They will be occupied by more than one research projects for a period of 365 days (not necessary of the same Block (A,B,C,D).

However, I would like the chief of staff and the defence minister and anyone else who has useful insights to give me some pointers one the composition of our glorious army. My previous tasks didn't give me the opportunity to attend all meetings of the Politburo, so I may have lost some useful information. If my information is accurate, we will be having an infantry based army with heavy emphasis on armour and light aircraft (i.e. fighters and CAS). I would also like an opinion about the focus on Doctrines. In case you want to contribute a very detailed input, please provide me a copy for personal use (( p.m. with the link from this thread)).

I offer my belated congratulations to comrade Yakushev on his promotion to minister of education. In addition, I also support the proposal for the division of our leadership resources presented by comrade Yagoda. Although slightly disappointed that I was not able to try my hand at assisting the soviet union through education, but I'm sure he will do just as good a job as I.

If you propose a plan, please make sure, that the plan covers all eventualities with a clear action.
The recent Leadership budget of Comrade Yagoda fe allocates 6.4 LS to spy training.
Since this is supposed to be a budget for 365 days, and theres no definite reduction of that value, we will end up with tons of trained spies without occupation, unless someone ignores law (which would be acceptable in this case), and snatches the overcapacity for himself.
So I ask you to include clear action, for anything that could possibly happen, to make sure we use optimally what we have.

Our targets and mission will be:

Soviet Union:
Counterespionage (lvl1) and National Unity (lvl3) ((due to the 10% bonus for Comintern, SOV needs almost never more Counterespionage than lvl1 - at least unless multiplayer allies/axis start a major coordinated spying campaign against them))

France & United Kingdom:
Tech Espionage (lvl3) ((due to the 10% Comintern bonus, and both of them being democracies, they'll be unable to seriously defend against our spies unless they're at war)).

((Finland: No need, since Finland is easy to beat without, and naval assaults are out of question with our current navy; Germany: Increasing threat against them will lead to exactly the same situation as without; Japan: They're no threat to us at all, and without using some really gamey tricks (or even cheats), Danzig will trigger zero neutrality for us anyway; No other valid/useful targets - maybe the US for naval techs.))

The starting queue will consist of:
eight (8) new factory complexes (5.16 IC each)
two (2) new armor divisions (5.23 IC each; LARM/MOT/TD/ART; since STAVKA complained: tis is supposed to be Reserve, and yes, both the LARM and ART are supposed to get updated once we get the techs for ARM/SPART)
upon completion of any of these, the order should be repeated.
if more IC come available, the construction of new factory complexes shall be ordered.
All constructions are supposed to be parallel, and the ships already in queue to be scraped.

Comrade Rakobolskaja is quite right re: the spy budget. Comrade Yagoda, please review your plan and make any necessary alterations. Although Comrade Yakushev has slightly overstepped his bounds in providing technical recommendations -- these properly belong to the People's Commissariat of Defense -- it may be useful to give this assignment to the Commissariat of Education, as it is most likely to be in a position to understand our scientists.

Therefore, we must vote on the following things:
1. Yakushev's proposal for leadership (4 votes in favor)
2. Yakushev's proposal for tech distribution (2 votes in favor)
3. Petrova's proposal for foreign affairs (2 votes in favor)
4. Rakobolskaja's plan for construction ((shierholzer, those are all parallel or serial builds?)) (2 votes in favor)
5. The transfer of technology responsibilities from Defense to Education (1 vote in favor, 1 vote against)

Comrades I would like to clarify that comrade Yagoda's plan of allocation of leadership is indeed flexible (it was Yagoda's plan and I would hate to take the credit). It is stated after all that after 6 months we will be able to transfer some funds from intelligence. Also remember, that we have to maintain a surplus of 10-12 agents ready to be deployed to a country in case there is an emergency.

In other matters, I support comrade Rakobolskaja's plan for construction. It is true to the values of the Revolution. Factories and tanks, and then some more factories and even more tanks.

As for comrade Petrova's foreign policy plan, it looks to me that investing diplomatic effort in Spain is a lost cause at the moment. Their government isn't stable, their national unity is appalling and you don't know whether the person you are talking one day, will be there the next one. What we need is to invest some intelligence effort in securing a communist party there. I think this should be a top priority, in case the Trots decide to interfere... a struggle in Spain will match their rhetoric. Even if comrade Petrova is not willing to consider this change, I support the plan, since I don't find this reason important enough to block it.

As for me over-stepping some bounds, that was not my intention. After all I only submitted a proposal and asked several times for feedback on specific issues. Clearly it is very important that the right tech is developed for the right military units, and I have no problem working under comrade Rakobolskaja on this one.

Well Comrades, I must admit that I am rather confused. Why are we trying to get Mexico into our beloved Comiterm? They are right next door to the U.S. capitalist pig dogs! Would we not be wasting time and resources to try and assert ourselves there? Or is this particular goal of ours a more long-term one? I feel. *Hiccup* I feel that we would not be able to properly foster Communism in Mexico.

Dushka, I am but the rifle of the State, Comrade NK Rakobolskaja loads my chamber but it is your soft, warm hands which aims my barrel and pulls the trigger. ((Sakura_F, I was merely setting out a SWOT analysis because a number of Politburo members, yourself incluided, were asking what the army was going to do and suggesting possible targets (I would be interested in you elaborating on your previous comments about an oil venture in Romania). As I work on the other half of the daily cycle to the rest of you, I have to be as comprehensive as possible because I am at work when you are all nattering away here. I am a great admirer of your work. And yes, Nikolai is nekulturniy.))

As to the proposals, I vote Yes to proposals 1 & 3. I will vote on the rest once I receive a response from Comrade Rakobolskaja to some private queries.

I will send the revised OOB to the General Secretary by this Sunday, again after my discussions with Comrade NK Rakobolskaja.

Odd, my understanding was that it only covers 6 months. Am I mistaken? If so I will revise the spending.

((Actually if you look at my proposal, I already acknowledged this issue.
We will not place all spies at once, but will instead do one nation at a time in the above order as 12 spies become available. This high starting budget will only be required for ~6 months. After which we should be able to reduce expenditures and only maintain spy levels unless the politburo sees fit to add extra targets.

In order to add clarification, let me say that once all positions are filled, and we have >20 excess spies, change LS distribution to bolster diplomats first, then research second. It is my humble opinion that we should not train officers until we can keep them around longer((At least 2 year draft, preferably 3 year.))
