Orders

1 treaty per turn per nation, peace treaties are not counted and trade is not currently involved in the game as a direct national policy. Attempting to increase trade "can" but wont always yield more income however. War plans are limited to the equivalent of 2 medium length (4 normal sentences) paragraphs unless permission is granted for a longer war plan.

Normal orders are conducted slightly differently, a nation is permitted 3 orders, 4 if recognized as a *great power* and all nations may designate 1 of their normal orders as a national focus order. This order is guaranteed to roll 4-10 and not 1-10 but it cannot be used to increase stability. The ideal use for the order is an economic order in times of peace and a military power order in times of war or preparation for war.

All orders go to me, typical wir format of nation name and date.

Great powers

Great powers atm are UK, France, Russia, Austria, Prussia. Great power status is not just an issue of wealth or power or stability etc and is GM decided. The only technical difference is 1 extra order.

Colonization

No new colonizing efforts for anyone in africa until 1820 and then only some very minor coastal efforts. Africa wont be an issue until a ways into the game and will happen based upon the flow and when pressure leads to it. Whoever holds egypt can spread order a little bit down the coast though in 1820 and after. Some minor efforts outside of africa are allowed but without an already existing land connection or adjacent colonies it will likely fail.

Industrial Revolution+Development

Do note that as a result of more losses in human life, wealth and stability in Europe the industrial revolution and railroads will be slowed in development slightly. No one can force them ahead of time and the game will NOT center around them initially. Industry represents earlier efforts to industrialize and can be partially developed but only very slowly, railroads will not happen until 1830 and no earlier. It might be delayed slightly and will not spread all at once.

Until I post that the negative modifier is gone totally or European nations or similar, industry will cost more, starting the first industry will cost a lot more and infrastructure is a little bit more expensive and very slow to grow.

Once a nation goes up 1 level of infrastructure their spread level drops a small percent, depending on random luck, size of the nation and current spread level. Net income will still go up a bit though.

random events

with each update there will be from 4 to 7 random events slightly tilted towards bad. IE an odd number has 1 more bad than good. The events will be minor in nature and exist mostly to toss in a more varied random hand of fate.




Bank: current cash reserves or debt. Debt pays a small interest amount and going too deeply can prevent spending or worse.
Income: net income for the nation
Stability: stability level of the nation. Runs from 1-10 with 8 being normal peak
Industry: overall industrialized power amount, does not mean a nation lacks cottage industry/artisan production
Infrastructure Level: infra quality/tech
Infrastructure Spread: roughly the % of the nations recognized lands with the highest type of infra
Army
Regulars: regular army soldier count
Irregulars: total number of irregulars, militia/colonial troops/misc non-regular soldiers
Conscripts: total number of mobilized troops
Army Level: army quality and tech level
Equipment: percent of equipment of proper type for the nation
Navy
Large Ships: large warship count
Small Ships: small warship ship count
Navy Level: naval quality+tech level
At War With: wars

To keep the game apart time-wise and play wise from 1836 the game starts in 1815, 1836 is already into the 1840s and well into the industrial revolution. To give 1836 time to either revive and advance or shut down, 1815 will start with a long player run peace conference taking place in late 1814/early 1815 and the first turn will be 1815. The conference will determine the starting stats and map. The departure point from history is Napoleon dying suddenly around 3-5 weeks before the invasion of Russia.

As a result, consider the game as more 2/3rds of the way through the wars of revolution and due to general WiR player nature and the fact that Europe will remain a hot mess of different empires and nationalist movements. War though in Europe should be at a pause for a few turns overall since it is just ending, major war wise at least. Various colonial wars are expected and will almost certainly take place. There should be no events from history matching up anymore since history has been derailed and we are too far from communism although there will still be various liberal and nationalist revolts. Nations should take care to avoid changing too fast in any direction as a result of all of this.

Stats will be finalized after the peace conference as will the map. This map is a general front-line situation when the peace conference is underway. This does not mean troops are all located inside their colored borders nor that all forts behind enemy lines have been seized. A final map will be made after the peace conference, any and all possibilities that can be agreed upon are legal from the conference save eternal limits/reparations as well as any totally illogical arrangement. Russia will not be getting any Belgian land and France will not be getting control of Norway. Feel free to ask questions in irc or the thread about the situation but the peace conference must take at least 7 days after the launch of the thread. I don't want it rushed nor anyone to miss a good chance to talk and scheme and politic.

UK+France+Austria+Russia+OE+US+Prussia must sign off for it to be valid and other nations agreement is not required but the fewer nations that agree to sign the treaty the more justified they will be in acting against it. Peace will take place for minor nations that refuse to sign anyways though they are free to declare war and not demobilize.

Russia, Austria, Britain, US, Prussia, Ottoman Empire, Naples, Kingdom of Italy, Spain, Portugal (brazil), Sweden are led by their historic rulers. The break away nations in the americas, Poland, Rhine, France, the Netherlands have freedom to pick a leader that matches their alt-historic situation. France has Nappoleon II on the throne but France can pick who the regent is. Since Poland is mostly occupied and their nation is mostly just a small army it is best if they are currently led by an officer.


The following is just some general information as needed about some nations. It will be cleaned up and expanded as needed after the conference to give a more firm idea of the games general starting situation.

UK=British focus more on europe but suffer bad luck there and in North America. The Royal Navy is holding strong but the disaster in Spain as well as the inability to land anywhere else and the problems in north america have caused serious damage to British prestige and position in the world. Key British officers, including Wellington, died from stray bullets and fluke artillery hits on the battlefield. Their allies see them mostly as just an island with a navy now given their continued problems on land and the lack of emergency aid needed by Russia with no invasion.

FRANCE=Nappie dies just before invading russia, 3-5 weeks before so army is not assembled fully. French fleet has been slowly rebuilt though still weaker. French armies are roughly 75 miles inside the border with spain and advancing, pressed slightly into the netherlands via a revolt and holding on the right bank of the rhine still with a chunk of the confederation of the Rhine still on their side, though their germanic allies are a bit few in number. Overall french positions are pressed but holding and have recently been able to redeploy a reserve back to france after winning an important battle in spain.

France saw some of its minor allies break their forces away from the buildup for the grand army after the death of Napoleon and the forced assistance of Prussia and Austria refused to take part in an offense in any way as well. Forced to shift some troops back to guarantee a safe changeover to the regency for Napoleon II, the French decided to try a spoiler attack into Russia given their temporary local superiority before Russia could redeploy themselves. The attack was a mild success buying time to safely reassemble their main forces and the crucial guards units to the lands of the rhineland confed. The gathered supplies, sizable polish forces and some men left behind allowed many choke-points and forts to be heavily garrisoned in and around poland. Many of those forts remain under siege as the peace conference began.

RUSSIA=Russia has not had the patriotic war nor the prestige from crushing the grand army, however it also didn't suffer the burns from the invasion. Russia is still at war with the OE but the divided war did not go as planned as the french rallied around Nappie II despite being a toddler and with a regent. Russia's main field army in the west is fighting against the french main army in germany and is not ideally placed if the french reserve army joins against the coalition. As a result of the general situation Russia was one of the key nations pushing for peace now with Napoleon already dead and prussia and austria mostly liberated.

AUSTRIA=Austria was able to successfully get back into the war but it had to wait for the Russians to liberate/conquer poland first. French forces splintered badly after the death of Napoleon but they were able to check the austrians initial efforts to break into italy before the redeployment could finish. As a result the Austrians main efforts shifted to Germany. Modest success brought their armies into munich in the summer offensive of 1813 but their armies stalled badly with high casualties in the follow up spring attack of 1814. Their forces are now stalemated in northern italy and in southern germany.

SPAIN=Spain is in very rough shape. Its American colonies are mostly in open revolting and succeeding, though not yet recognized by anyone save themselves due to events in europe. Philipines is still the empire of the philipines via a spanish officer declaring himself emperor. Their main army in Spain was shattered when they and their british allies were heavily defeated, this caused the peace conference to talk place. Spain desperately needs peace to try and salvage some parts of their empire or gain new via a treaty.

PRUSSIA=Prussia was the first to take advantage of the death of Napoleon and in the end perhaps the ones best positioned to profit from the sudden reverse of the course of the war. With some key Russian assistance the Prussians were able to throw off the French troops left inside most of Prussia with ease, though some key forts are still under siege and little of their former polish lands were 'liberated' by prussians. The austrians attacks and the extra british efforts in spain did allow the Prussians to make hard for the area around hannover in 1813 and the prussians are seen as the liberators of northern Germany, though with russian help. Their later success in 1814 leaves many wondering if their nation is poised for a great move up the ranks of power, though the current survival of the rhineland and the occupation of most of bavaria by austria spells trouble for any attempts by any one force to claim top position over the german people. The Polish people also remain a hard question for Prussia.

OE=The OE has started reforms but is still suffering under the effects of the old system. The Balkans will need to be solved soon or the revolts could destroy any chance for careful reform. The Russians are only advancing into the balkans and are stonewalled near varna. Greece has just started a revolt to take advantage of the ongoing war with russia, perhaps it could be resolved in the conference as well. The Ottomans need peace as badly as some others to hold together as much land as possible and rebuild their armies before revolts fully break out.

RHINE=Spared a possible disaster in russia and granted a place in the mainbody of the french redeployment, the rhineland saw a crucial role in holding back the austrian armies. Decided to concentrate away from hannover their forces fought alongside the french and kept the austrians out of the many important cities in western germany, though positioned near many. The rest of Saxony was about to be fully abandoned to the prussians and austrians when the ceasefire broke out. Though their nation is barely alive and hard pressed according to the maps, a lot of french controlled german lands are supporting their cause as well as a few refugees from other parts of germany. Many people hope the conference yields a new german state based around the rhineland and nearby areas, and the over 25k german soldiers still in the front line armies give them a strong chance.

KINGDOM OF ITALY=Holding its own with french+naples help against austria. Many Italians hope a united kingdom could take hold but at the least the current northern Italians want to hold the kingdom and keep or gain as much land as possible, including perhaps Rome. Rome is however an open city led by the pope for now as a precondition to peace talks occurring.

USA=US is deep into canada and has a handful extra random minor naval victories. Beyond more success in the war of 1812 generally fully historic. The US will need to only secure some gains from canadian lands at the peace talks and could serve well as an otherwise neutral voice.

NETHERLANDS=Though a chunk of their lands has been recently liberated, the liberation is poorly supported and weakly guarded. The Netherlands will need a champion at the conference if they are to even try and rebuild as a major power. Their former colony of south africa is still under british control and probably lost to the ages but perhaps a deal could be arranged of some sort...

SWEDEN=The handover of Norway was slightly delayed but happening barring any setbacks at the conference. Sweden might be able to press for more given their forces that are attached to the victorious prussian armies and not the stalled austrian or failed english. Push by many elsewhere for greater unity may lead to the same questions being asked about the peoples of the north and whether it is time to unite denmark with sweden to form a new nation.

NAPLES=Played a positive but small role in helping save the kingdom of italy and are hoping to prove themselves kings of southern italy during the conference, and perhaps aim for more if required to balance out another problem. Rome would be a prize from the talks but simply retaining their freedom and perhaps gaining the island of sardinia or malta or elsewhere would be a more modest goal. The Kingdom is not too powerful but their is a lack of recent fighting on their soil or serious battle losses elsewhere.

POLAND=Poland is still being treated as an occupied nation and not as a reannexed part of prussia, austria or russia. Several thousands polish soldiers still fight alongside the french and some key forts and towns are still holding against against siege efforts by the coalition forces. Though Poland is in a very weak shape and on life support, it maintains some ability to bring harm upon others if some form of independence is not secured. The Polish people have had another taste of freedom and the lack of collapse by French forces in Germany has left them feeling very confident that history will not record another partition of a polish nation. The polish officers and civilian elite hope to gain a champion for their cause, from any side, at the conference.

BRAZIL=Portugal is not under foreign rule but is not currently looked upon as a safe land and the portugal empires lands still ruled from brazil. Portugal is not under british pressure due to their failings to fully liberate iberia and their failings in north america and the current backwards motion of their armies in spain. Perhaps better suited as a united kingdom focused on developing its current vast lands as opposed gaining new, portugal(brazil) could serve as a key in securing peace by perhaps turning over an african colony to help broker a deal otherwise stuck.

MEXICO, GRAN COLUMBIA, LA PLATA=Are all in revolt and not recognized by the europeans currently but still managed to send some men to the conference to press their causes. Spain is not currently in position to regain their lost colonies but a major effort could still come at the peace conference with aid or after without once they can stop fighting the french and get them out of spain. The disaster of the spanish forces alongside the english soldiers however leaves the current colonies in revolt a strong if totally local hand to play at the conference for their freedom to be recognized. Perhaps these nations could serve as a mostly neutral voice to help secure some benefits or simply recognition of their current self rule.

I have been working on this for months and am not exactly ideally placed to take over an inactive game. Realistically games should keep the same primary GM as possible. I was hoping to work on it and post 1820 once 1836 was deeply into the 1850s but 1836 froze up and others started getting restless so I had to tweak to 1815 in case and rewrite and go this route. Nature abhors a void.

Realistically, people should be able to play more than a few turns before the game is dead. Stating a new game isn't the solution to the problem of games dieing, it's the cause.
 
Against my better judgement on multiple levels, I'd like to claim Mexico

At the conference I'll be representing Viceroy Juan O'Donojú. I'm fudging the timeline by about 5 years, but I think he's a potentially interesting figure, as a fairly liberal colonial government who historically agreed to accept de facto Mexican independance.

Oh, is Spain presently ruled by a Bourbon, or a Bonaparte? Rather critical to my diplomacy. Your summation of the present situation suggests the British have failed, suggesting that Napoleon's brother still reigns there.

They have partially failed. Spain is not ruled by a Bonaparte but a chunk of spain is controlled by them and their armies and the british+rebel spanish are not the superior force atm there. To clarify, the spain that Niko is, is "ruled" by the Bourbon king though their king is under French guard at the conference until peace is settled. He represents those Spanish and the British did initially liberate most of Spain but their attempts to get over into southern France as well as finish liberating spain failed horribly.
