    Switching count types

I have a county where the count lives in a church.
It is possible to switch things around so that the mayor of one of the counties becomes the count ?
    Without cheating.

Revoke the titles from the character you want to remove and then give the county title to the mayor. You'll take a tyranny penalty, unless he's a traitor.

You have to revoke county title from the bishop and give it to the local baron that lives in a castle in the county, the capital will switch from the church to the castle.

Revoke the county in question, revoke the mayor's title, give the temple to some other vassal and then give the now city-type county to the mayor or whoever else you want, think that's how it goes.

I think if you just give the revoked county to a landed mayor, he'll turn into a bishop since the county's capital is a church, but you might want to try the shorter route anyways to check for yourself.

Edit: Ninja'd. I feel like changing county capitals was more difficult than just one revokation-granting, though...

Easy. Revoke the county title and give it to the mayor. He'll become a "Lord Mayor". If the county is coastal you can give him a duchy and you will get a Merchant Republic.
The capital of the county changes depending on the government type of the holder. If the county is held by a republican ruler, the city becomes the capital, if the county is held by a bishop the temple (bishopric) is the capital, and if the holder is a feudal lord (about 90% of all landed characters) the castle is the capital.

    EDIT: Argh, ninja'd

    Thanks that's what I thought.

Now if I am playing as Republic would making the count a mayor be a smart thing to do ? If he ends up as a duke trough usurping would he become an independant rival republic ? Would it be better to make a castle owner the new count ?

A vassal duke-level republic is not a competitor to you. Unless he becomes independant.

He can't create or usurp a landed title equal or greater in rank to yours.
Only way for him to earn such a title is by war or inheritance - invasion, claim war etc.

So there really is no downside to choosing mayor as count when playing doge...more tax, no relation penalty due to wrong government type, but less good troops.

    Thanks for the info.

Pretty much. Think of it as like rulers favoring like rulers.

The one notably disadvantage is that early in the game cities are not that tough, given lots of warscore, and happen to first holding on the list (therefore first sieged). You have been warned.
