I am playing as the UK and for some reason the Syrian mandate keeps annexing Cairo. Why and how?

The Syrian mandate declared war on me once as the UK. It was a French territory I believe, and because Germany defeated France and forced it to become a puppet, Dow'ing me in the process, the mandate did so too.
In my recent game this happened again but I went with the free France event and the mandate became an ally helping me invade Iraq!
Interestingly, Egypt refused my event option to keep them in the empire and declared war. I kicked their ass and annexed them. This really helped when war began!
