*Added a semi-permanent "Geass" effect to Britannia that lowers pop militancy and consciousness by 2% and increases research rate by 100% (to offset low literacy) as long as Britannia is either an Absolute Monarchy or Prussian Constitutionalist state. The goal is to calm things down without going overboard and making Britannia be immune to internal strife.
*Added a decision where if Britannia's average militancy is 8.00 or higher then it can fire a "Liberalism" decision. This adds Landed Voting, no slavery, and Gerrymandering political reforms, increases the assimilation rate for 10 years by 10%, and does a one-time drop of MIL and CON by 6 for all pops.
*Gave China a few more starting techs. It now starts the scenario at 50% westernization.
*Added cores to all of China's territory.
*Added a cheat event (# 99000) for you cheaters out there :) It can only be fired through the console.

*Added a decision, where if the HBE either owns the state of Louisiana or controls 4 different cities in the territory AND has fired the Imperial Destiny decision it can grab the territory from France, and if it's in a war the war will end. Will need to add French reaction event.
*Created the EU nation
*Added a decision for France to form the EU after it researches Nationalism & Imperialism. For the EU to form, the 7 starting democracies have to still be democratic; they'll get a reaction event where they can either join the union or remain independent. The chance for these AI nations to remain independent is 25%. Then, any other democracy in Europe will get an event that asks whether they want to join the EU or not; chance to stay independent is 33%. The EU will then get cores in every province in Europe, so if a nation doesn't want to join the EU can forcefully incorporate it.
*Added decisions for the EU to accept certain non-French cultures within its borders. These are a work in progress.
*Removed some New World events from the HBE, like "Open Door"

Romanticism and 80 prestige are required for the decision to fire, adds Britannian cores to the "American West", and the decision allows the HBE to use a CB that it can use to take states from any American nation or annex single-state American countries for no infamy.

*USA, Canada, and British Caribbean is now the Holy Britannian Empire
**The HBE is an oppressive absolute monarchy. Don't expect to get a lot of immigrants, though you will still get more than an oppressive nation would normally get since the country is in the Americas
*The HBE has the Military-Industiral Complex technology group
*Yankee, Dixie, Texan, British, and Anglo-American pops in the HBE are now the Britannian culture
*The HBE can intervene in the War of Texan Independence, and if it has friendly relations with Texas then Texas may join the empire (note, this is bugged right now; see post #3 for a fix)

*Great Britain's empire is dissolved, and the nation exists only on the British Isles. Prestige, the navy, and the army have been dropped considerably. Industry remains the same for now

**All other releasable nations are released
**Islands that have no country can now be colonized by any great or secondary power
*The French, Portuguese, Spanish, and Dutch are now the only western colonial powers in Africa and Asia. With the UK gone, France and Portugal currently have a bad habit of starting colonial wars in India they can't win; not sure what to do there other than remove their concessions.
*China's capital has been moved to Luoyang. A few cosmetic changes were made, like renaming Huaiqing to Zhengzhou
*Beifaren is now China's primary culture. Nanfaren is an accepted culture. Aside from lowering stability issues and improving the army's quality through access of better units, this means China's average literacy is now about 4.5% instead of 1%, which will speed up research a bit.
*The Kowloon Incident now fires for France instead of Britain.
