Dead Legions Prologue - No Options to recruit Creatures or Colossus

Not sure if a bug or not but I've completed both quests that should allow me to recruit beasts from the SW corner of the map and Colossus from New Rome. I have checked the buildings in New Rome and there is a green tick in the advancement that says I can recruit Colossus. When I go to the recruit menu all that is there is my initial choices upgraded to Dead Legions, I have even moved my units to the forest and still no option.
