Moving Capitals

549 refers to Berlin. You can look up the province numbers in
victoria 2\map\positions.txt

country descriptions are at the end, but for each country, the "capital=" line is pretty close behind "country_tag=". I strongly recommend to use CTRL+F and type in capital=XXX. Look up what the current id of your country's capital is. It will save some time.
