Hello, im the german empire. And I wanna change the government, especially later when facism comes up. How do I? And how do i make it so they dont dissappear?
How do I get rebels to revolt in my country?

Find what parts of your population support that group. Let's say the majority of your lower class is fascist. All you have to do is tax the heck out of them while also reducing the pay of your soldiers since soldiers are composed of the lower class. If your craftsmen also support fascism, closing factories to make them unemployed would probably help make them more militant.
Not so much if you have alot of money. Then you could just open them again. Maybe use the extra money you earned from increasing the tax?
