The Duchy of Mar Conditions

Does anyone know what are the conditions for the titular Duchy of Mar in Scotland?
Im the king of scotland and have most of the counties not all but I look it up and I cant make it. It just says, "This cannot normally be made" or something along those lines. And I was wondering if I can make it or if its discontinued like the Kingdom of Naples was.

It can't be formed by any means, and no ruler holds it at any historical start date. Its existence is a bit of a mystery.

This reminds me of the Duchy of Galatia, which I thought might refer to the Normans who conquered the area in the chaos after Manzikert, but nope, no history or anything. Some of those titles are just there with no real purpose.
