    unemployed famers/laborers?

    I've occasionally found, while looking at my pops, that there are unemployed farmers/laborers in provinces where the RGO was not operating at 100% capacity. Is there any explanation for this? It seems that unless the RGO was full up on workers they should have employment, no?
