So I've seen this behavior since 1.1 in vanilla and I just have to inquire with you guys. When determining whether or not a nation will accept a treaty it will indicate its likelihood of accepting, but should the AI nations be more likely to grant your military trespassing rights and less likely they would accept your offer to allow their troops to trespass in your territory during peacetime, instead of it going the other way around? It would seem reasonable that a nation would want to safeguard their sovereignty by reducing the number of foreign troops marching through their lands.
