Go to the V2\events folder and find goods.txt. The province numbers are listed there. Cross-reference those with the wiki's province list.

only colonizable oil fields are in kızıl arvat, brunei and muralave iirc

Sometimes is better to colonize other(rubber) provinces, becouse you can produce fuel for exchange of coal in future.

Sure. Only reason I mentioned it is because Austria gets mauled often.But player can't colonize it...

Which means it's a possibility for more than a few countries.
I agree with the rubber being best choice. It's also much easier to control almost completely.
Some sources produce small yield (South America) and most of the good spots are port provinces and/or colonial. Nothing is already in superpower SOI.

Abu Dhabi. But it won't produce much due to very low population.
Taking Asmara, Halaib and Khartoum from Egypt is much better choice (plenty of Rubber). Khartoum gives you also good spot for colonization - quite populated Waw just below and Congo Orientale, Kasai and Katanga (even more rubber) little further down.
