    Yup one of my ideas was to significantly increase the cost of colonists, but then create events to give colonies to naval, expansionist nations. That should prevent small nations from being able to colonise the entity of the Americas, they simply cant afford it. Also a national modifier for colonial nations to encourage further colonial growth. My aim would be to have 4 or 5 big colonial powers controlling most of the new world between them, ideally in continuous strips if possible.

    Which modifier do you want to add ? The AI already usually have the colonists, the money and a nice chance of success, but still doesn't send colonists.

    My computer issues stumped me as i was doing a test to see if the discovery voyage events changing AI-personality to colonial works and sticks. Going to do it all over again
