We all know what that means! Thanks to strategy games trends we all call small scale warfare operations "tactics" even when they're star system wide and general economy/build/diplomacy/army transfer is a "strategy" even if it's about a village with 3 buildings. Otherwise we'd have to call Starcraft/C&C "tactics" and Panzer General "strategy".
well none of us have much of a clue but if you look at the combat system in CK2 you can form wings, juggle your formations between those wings and assign leaders to each. So I'd guess that is a starting point to a 'tactical' approach - ie you can control how your army enters battle and perhaps set some parameters.
Pretty sure tactics is the actual battlefield level of a war, the maneuvering of forces. So tactics are used to win individual battles. Where strategy is a broader scale at the level of your Campaign, your overall goals and how you intend to achieve them.
I feel as though iv gone off topic a bit, but I feel that the difference between tactics and strategy should be known! Or at least intrigue you to learn more and tell me something I have yet to learn about this confusing subject!

Strategy is the general plan to win the war. It is where politics, economics and military thought are mixed togheter to set the goals for the war. There are however different levels of strategy; the highest being "grand strategy" (I.e Hearts of Iron).
Operations is a level between tactics and strategy, hard to describe.
Tactics is the "combat level", so to speak.
The lowest level of war is the combt technique, which is basically how the squad and individual soldiers fight.
Example:
Country A needs to defeat country B. Since country A is an island it needs a foothold in order to occupy country B.
In order to get this foothold, they need air superiority andthey need to secure a base of supply.
They tell the military command to make this happen. (This was the strategic level).
The Airforce then starts operations to get air superiorty. Different air flottillas use different tactics to gain this.
They also start operations to get a port and maybe an airfield, and also, in the process, a foothold.
In order to secure this airfield they need to capture a bridge across a river so they can reach it. (This is the top level tactics/lowest level operations).
The commander in charge of the batallion assigned to capture the bridge decides to attack the bridge guards at night, moving fast and brutal (this is basic tactics).
The commander of the 1. infantry platoon tells his 1. squad they need to capture a hill and support the rest of the platoon's advancement (tis is also basic tactics). The squad commander decides to use a couple of bushes as protection while he and his soldiers slowly crawls towards the enemy positions on the hill (this is battle techniques). One indivudal soldier decides to hit the ground once the shooting starts (this is also battle techniques).

Stratagy is what the master plan is.
Tatics are what you do in response to counter what the enemy does.
In other words tatics are what you are using when the fur starts to fly.

Tactics? Bah! Austerlitz wasn't much of the tactics anyway- Napi just use terrain bonus (hills +5) to pwn them![]()
For a second I got excited that you guys are combining EU with some tactical combat. It would have been awesome. I wish someone would make an EU game with even a simple tactical part like Cossacks was. I will still keep on eye on this.
