Extremely low capacities of factories

I only play the game since yesterday and there is one problem I have: a few of my facilities have very low capacities, way below the ones they should have according to their description. Here are two examples: a micro consumer goods and a micro industrial goods factories. They do have reasonable supplies. But the industrial goods factory only produces some 11 t., the consumer factory just slightly more. There was a little increase when I set the infrastructure funds to maximum for some time, but that's it.

The same thing with my four uranium mines: they have a combined output of merely 3,809 kg.

What is the reason for this? Is it the low unemployment rate (2 %)?

Unemployment rate I believe do affect efficiency to some degree. But the most important factor is supply efficiency where the factory is located, techs are important factors too.
