Sow dissent from you're chancellor's mission options. But do you really need that one person THAT bad? So bad that you're going to use your chancellor to do this instead of Fabricate Claims to expand your lands? There's like a million people in this game. I'm sure another will come along lol. The only time I use sow dissent is to create rebellions and fracture larger kingdoms for easier land taking.

I sort of dislike the 'no reason to move' thing, honestly. I understand why it's there -- balance reasons -- but I feel like it should be disabled for a wider variety of reasons than it currently is. After all, people were willing to go pretty far in the hopes of social status gain in this era, weren't they? It's not like opportunities presented themselves around every corner.
The problem with "no reason to move" is that they do have a reason to move, they just don't know it. Through a series of unfortunate circumstances my son ended up in some random duke's court. As Queen of Italy and Germany I wanted to give him the kingdom of Germany. He would have become emperor. Yet he had the "no reason to move" modifier because there was no way for me to communicate my offer to him.
The normal reason to move is a claim (which they think you could help them by pressing).
Regarding OP's difficulty with finding courtiers willing to accept an invite, I find that ambitious courtiers tend to dislike their current leige more, and therefore more willing to accept invitations. This is especially true if these amibitious courtiers are not given any court positions.
Once you identified such people, usually a gift is able to get them accept an invitation.

I had a female member of my bloodline at the court of denmark who was intelligent and didnīt have a title or any other relatives (with her mother already having died).
I would have loved to take her to my court of the HRE in order to giver her, as member of my family, one of the rich italian duchies (instead of giving them to some not related courtier). Unfortunately she saw no reason to come to my court and I had no way to communicate to her, that there was a very good reason waiting for her.
Do you ever have any luck with getting people who are on the council or who have lands? I just tend to look for courtiers and that usually eliminates just about everybody decent.
I don't think Sow Dissent will work, since it lowers relations between the liege and his vassals, not his courtiers (and you can't invite landed vassals to court).
